BOROUGH OF MANSFIELD September 11, 2024 The regular meeting of the Mansfield Borough Council was held on Wednesday. September 11. 2024. in the Council Room of the Municipal Building. Mansfield. Pennsylvania with the following people present: Robert Fitzgerald Steven McCloskey Adrianne McEvoy Kelvin Morgan William Schlosser Robert Strohecker Karri Verno, Christopher McGann, Borough Manager Casandra Cowles, Secretary-Ireasurer Zach Stager, Police Chief Kathryn Barrett, Mayor Cheryl Clarke, Wellsboro Gazette Chad Rupar, Resident/MMA Vice-Chairman Jerry Farrer. Resident/MMA Secretary Visitors: Residents/Business: Owners/Employees: Kurtis Tice. Mary Seymour. Rob Carleton, Tara Clark, Jen Nuss, Shalane Gee, Patrick Cole President Strohecker called the regular meeting ofCouncil to order at 6:00 PM. The Pledge of Mary Seymour inquired regarding the schedule to fix fire hydrants. and iftherei is a schedule to test them. She asked if she could receive an email once the hydrant on her street is fixed. Shalane Gee introduced the new tenants that will be renting a portion of the upstairs office space. Their lease will begin in October. They offer outpatient mental health counseling. Fitzgerald moved to approve the minutes of the August 28, 2024. McEvoy seconded the motion The Treasurer's report for the month of August was reviewed. Upon a motion made by McEvoy Fitzgerald made the motion to approve the bills paid reports for August for the following accounts: General Fund: $121,682.68; Sewer Fund: $264.648.74: Liquid Fuels Fund: $4,096.54; and Payroll Fund: $106.093.37 and to draw vouchers for any unpaid bills. Mayor Barrett's report was included in the packet. Fitzgerald commented on how great it Allegiance was recited. Strohecker called for recognition of visitors: and it was approved. and seconded by Schlosser, Council approved the report. Schlosser seconded the motion, and it passed. Mayor's Report Police Report was to see "Cones with cops" at the Final Friday Market. McEvoy moved to accept the police report. Verno seconded. and it passed. The Deputy Codes report was included in the packet. The MMA minutes were included in the packet. Manager McGann' s written report was included in the packet. He also updated council on the number of cats from Mansfield that have went through the TNR program. the installation ofdog stations along the trail, the pool leak and a complaint received. Standing Committee Reports (from September 4, 5and 9th, 2024 committee meetings): For the Finance report McCloskey highlighted the discussion on the swimming pool leak. For the Public Safety report Schlosser highlighted flooding and the trash rack. the speed sign that was placed down by the school crossing and St. James Street parking. For the Public Works report Strohecker highlighted discussion on tar and chipping completion. McCloskey spoke regarding the Hometown Hero Banners. For the Personnel report McEvoy stated there are a number of items that are going to be A. Morgan motioned to approve the mineral rights lease with Seneca Resources for the Fourth Street detention pond property. One time payment of$1.500 and then 16% on reviewed budget information and the upcoming budget. covered under new business. Old Business: 1.35 acres. Schlosser seconded the motion and it was approved. B. McEvoy motioned to table the cell phone use policy. C. Schlosser motioned to approve the police contract as presented. McEvoy seconded the D. McEvoy motioned to approve advertising for the Police Sergeant position. Verno A. The swimming pool repairs were tabled as the numbers have yet to be received. B. Morgan motioned to approve the Hometown Heroes Banners. Fitzgerald seconded the McCloskey motioned to approve funding the cost ofa an additional sewer lateral for two properties on St. James Street, 280 St. James and 196 St. James Street and to rcimburse Bob Strohecker for the damage to his sewer line on 61 East Wellsboro Street in the amount of$1.200. Schlosser seconded the motion and it was approved with Strohecker D. Schlosser motioned to add the Police Sergeant MOU lateral transfer to the agenda. E. Schlosser motioned to approve the MOU for Police Sergeant. McEvoy seconded the F. McEvoy motioned to: add the Police Sergeant job description and the immediate posting of the position to the agenda. Pat Cole addressed council on multiple concerns regarding property maintenance in the borough President Strohecker called council into executive session at 7:18 pm with a possible action item after. ChiefStager, Manager McGann and Secretary Cowles were excused from executive McEvoy motioned to approve a $1,200 stipend to compensate Secretary Cowles. This would cover taking her work week hours from 37.5 hours to 40 hours for the remainder oft the year. The hours would then stay at 40 hours a week going forward. Schlosser seconded the motion President Strohecker called council back into executive session at 7:36 pm with no action after. Secretary Cowles was excused from executive session. Manager McGann was excused from executive session at 7:50 pm. Regular session of council reconvened at 9:05 pm. There being no further business, the meeting was adjourned at 9:05 pm. session.
