1 CITY OF WHIGHAM COUNCIL MEETING AUGUST13,2024 The Whigham City Council met in regular session on Tuesday, August 13, 2024 ati the Whigham City Hall with Mayor Trey Gainous presiding. Gainous called the meeting to order at 6:00 P.M. and Robert Porter Those present were: Mayor Trey Gainous, Mayor Pro Tem. Jim Sellers, Jimmie Laing, Andrew Walden, Robert Porter, Police ChiefT Tony Black, Utilities Director Josh Ausburn, and City Clerk Rachel Jenson. Members of the public present: Brian Cagle from CKH, Judy Sullivan, Jane Trulock, Carol Padgett and opened the meeting with aj prayer and led the Pledge to the Flag. John Padgett. Agenda. Adoption A motion was made by Andrew Walden to adopt the agenda as amended. Robert Porter seconded the motion. All members present voted in favor of the motion. Motion carried. Minutes Adoption A motion was made by Jimmie Laing. to adopt the minutes from. July meeting. Andrew' Walden seconded the motion. All members present voted ini favor of the motion. Motion carried. Reports Letter ofs Support to Rename Hwy 84 for Late Mayor Trulock The family of Mayor Trulock and State Rep Joe Campbell have been discussing the renaming process of Hwy 841 from cityl limit to city limit. The City Clerk and Mayor Gainous constructed al letter of support for the Council to sign to submit with the application Representative Campbell is completing. The letter was passed to each member present to: sign, if they wished to do SO. New Business RFP: CPA/Auditor Brian Cagle with CKH came to speak about the services offered. Cagle stated CKH was an. Atlanta-based company but looking to have an office lower in Georgia. They have most recently placed an office in Hogansville. Cagle stated they would be willing to offer staff augmentation services to assist in the general ledger, reconciling/end ofy year tasks and other Quickbook training needs. Cagle informed the Council it would be up tot the Clerks as to when the training will be completed. He also stated they offer timely service, fair rates andi it would be the initial steps to to help the City prepare fort the annual audit. Cagle stated the rate for training would be $115/hour. Cagle thanked the Council for letting him speak. Jim Sellers stated he had gotten information from GMA about the 2023 property tax relief grant and it would be something beneficial for property owners. Mayor Gainous agreed and asked: the Clerk to look Mayor Gainous stated hel had been looking into budget classes with VSU and offered through GMA for the Mayor/Counci/Staff and would report back when he got more information. Gainous expressed that het felt it would be beneficial for himself and the department heads especially. Gainous also stated that in regards to the DDA/downtown property the City acquired, ECG was Council Matters of Interest into the relief grant. Gainous stated interest had been shown ins someone investing int the empty lots and there had also been interest shown in both the current Cellar Door (old museum) building and. Josh's office. It was also stated that. Josh and Chad had cleaned out the old Police Dept building. Gainous mentioned tot the Council they were not surei if the building would be worth saving ori if tearing it down would bet the better option. Gainous was going to ask around to see if we could find a structural engineer that could tell usi if the building is worth saving or not. Ausburn told the Council they were talking to a few companies to work ont the Old 179 paving project and they would begin working on the ROWS when the weather started cooling down. Jenson told the Councili the Sexton House estate beneficiaries had been served with court paperwork for the September court date with. Judge Bell. Jenson also mentioned that Mr. Hester had come before Judge Bell at the. July court date and was given until September to have the fence up or he would appear With no other matters to tend to, a motion to adjourn was made by Jim Sellers. Andrew Walden seconded the motion.
