1 CITY OF WHIGHAM COUNCIL MEETING JULY9,2024 The Whigham City Council met in regular session on Tuesday, July 9, 2024 at the Whigham City Hall with Mayor Trey Gainous presiding. Gainous called the meeting to order at 6:00 P.M. and Robert Porter Those present were: Mayor Trey Gainous, Mayor Pro Tem. Jim Sellers, Jimmie Laing, Joel Singletary, Andrew' Walden, Robert Porter, Police Chief1 Tony Black, Utilities Director. Josh. Ausburn, and City Clerk Rachel. Jenson. Members oft the public present:. Jane Trulock and. John and Carol Padgett Ar motion was made by Jim Sellers to adopt the agenda as amended. Robert Porter seconded the opened the meeting with a prayer and led the Pledge to the Flag. Agenda Adoption motion. All members present voted in favor of the motion. Motion carried. Minutes Adoption Jim Sellers asked that the minutes from the. June meeting be amended to specifiçally state the 11 acres owned by Ms. Bernard would be the only acreage included in the rezoning approval. Amotion was made by Robert Porter to adopt the minutes from the. June meeting, with the amended request from Mr. Sellers with the verbiage.. Joel Singletary: seconded the motion. All members present voted in favor of the motion. Motion carried. Public Hearing 2024-2025 Budget Hearing Mayor Gainous stated the budget was looking good and the numbers presented to the Council included the current fiscal yeari income projected fori the next budget. Sellers inquired about up to date financial statements to see where we were currently before the Council should consider approval. Sellers stated itwould bei important to compare the prior year'sresources to verify we can afford the presented budget with the adjustments. City Clerk. Jenson stated she would get with Perry Henry's office for the financial statements. New Business Budget Amendment 2022-2023 Mayor Gainous read the amendment resolution to the Council proposing the increase in the Police Department expenditures of the 2022/2023 budget which was over by $8,110 due to having to purchase a new motor unexpectedly. Jenson noted that the amount had been added ini the PDI Repairs and Maintenance and she was able to account for the difference in the revenues due to more: sales tax collected than we anticipated. Robert Porter made a motion to adopt the budget amendment with the increase for the PD Repairs and Maintenance Account as presented. Andrew' Walden seconded the motion. All members present voted int favor of the motion. Motion carried. TSPLOST Mayor Gainous informed the Council the County had reached out for the City of Whigham acceptance and approval oft the proposed TSPLOST which would be on the ballot November 2024 and begin disbursement in 2026. Gainous provided the allocated portion for the City of Whigham is 1.63% which is City of Whigham Council Meetings July 9, 2024 2 not much, but is based on the census. Mayor Gainous asked for a motion to be made to accept the TSPLOST: allocation as presented.. Jim Sellers made a motion to accept the TSPLOST allocation of 1.63% designated for Whigham. Robert Porter seconded the motion. All members present voted in favor of the motion. Motion carried. Council Matters of Interest Sexton house update: Mayor Gainous informed the Council the City Attorney had prepared the paperwork for the sheriffs department to serve to those over the Sexton house property behind Bonds. City Clerk. Jenson added that the court date was set for the September session with. Judge Bell. Hester property update: Gainous informed the Council Hester was to appear ini front of Judge Bell on July 221 for the unclean lot situation since ai fence has not been built. Conexon: Conexon has arrived and is being placed for service. Executive Session Ar motion was made by. Jim Sellers to enter in executive session to discuss the matter of "Personnel". Robert Porter seconded the motion. All members present voted to enter executive session. Executive Ar motion to exit executive session was made by Jim Sellers at 6:35 PM.. Jimmie Laing seconded the session was entered into at 6:27 PM. motion. All members present voted ini favor of the motion.
