1 CITY OF WHIGHAM COUNCIL MEETING APRIL9,2024 The Whigham City Council meti in regular session on Tuesday, April 9, 2024 at the Whigham City Hall with Mayor Trey Gainous presiding. Gainous called the meeting to order at 6:00 P.M. and Robert Porter Those present were: Mayor Trey Gainous, Mayor Pro Tem. Jim Sellers, Jimmie Laing, Joel Singletary, Andrew' Walden, Robert Porter, Chief Black, Utilities Director Josh Ausburn, and City Clerk Rachel Jenson. Members oft the public present: Ms. Amber Crawford, Mr. Wallace Chason, Ms. Judy Sullivan, Mrs. Jane Trulock, Mr. James Lodge, Mr. Jerry Pionessa. Jr., and Ms. Margie Eubanks. A motion was made by Jim Sellers to adopt the agenda. Robert Porter seconded the motion. All opened the meeting with a prayer and led the Pledge to the Flag. Agenda Adoption members present voted ini favor oft the motion. Motion carried. Minutes. Adoption Public Hearing Amotion was made by Jimmie Laing to adopt the minutes from the March meeting. Andrew Walden seconded the motion. All members present voted in favor of the motion. Motion carried. Rezoning Hearing: Zoie emord.MopPorel2303 Jerry Pionessa. Jr. with. JMJ Group in Thomasville came to the meeting on behalf of Zoi Bernard as the Engineer of the project. Mr. Pionessa began the presentation explaining Ms. Bernard's plan for detached quadraplex homes, including public streets, sidewalks, storm water ponds and would supply electricand water revenues for the City. Pionessa stated the homes would be 1200-1600. sq. ft. james Lodge inquired if thel homes would be rented or purchased by residents. Pionessa stated the homes could potentially either. He also stated the homes would be divided on 11 acres total. Wallace Chason stated there was nos sign posted and there were potential buyers for the Keith Brinson property and they may not be aware of the rezoning. Mayor Gainous stated the article had been advertised int the Cairo Messenger as required and we would look into the signage requirements. Jim Sellers made a motion to approve the application for rezoning, contingent on a wooded buffer of 30 feet on the exterior boundaries of the property.. Joel Singletary seconded the motion. All members present voted in favor of the motion. Motion carried. Mr. Pionessa, Mr. Lodge and Mr. Chason all exited the meeting. Reports Utilities: Utilities Director Ausburn stated hel had been looking fora a $40-70,000 bucket truck to replace the current bucket truck. They had been doing regular repairs on the department vehicles and had PD: Chief Black stated the. Judge'sw window had been shot out again and was under investigation with a City Hall: City Clerk. Jenson asked the Council to allow City Hall to be closed for the week of April 29th to May3 3rd to allow her and Lambert to transition everything from the current City Hall building to the new location at the old Capital City bank building. Jenson informed the Council that after the Clerk's DOT training she had to complete, the City would need to adopt the GDOT's Non-Discrimination Agreement to be in compliance with state guidelines for funding. Sellers inquired what the agreement covered. After reading the agreement, the Mayor asked for a motion. Robert Porter made a motion to adopt the agreement as presented. Jimmie Laing seconded the motion. All members present voted in favor of the motion. Another agreement required for the City to adopt is the ADA agreement set forth by the GDOT unless the City employs less than 501 full time employees. The City falls under this category and is exempt soa signed agreement of this exemption must be adopted. Jimmie Laing made a motion to approve the exemption agreement as presented. Andrew Walden seconded the motion. All members present Jenson informed the Council about the GEFA loan the City was approved for in regards to the lead line replacement inventory project for the state. She stated the loan/grant documents had to be signed by two elected officials, which had1 to be voted on formally. Joel Singletary made a motion for the signees to be Robert Porter and. Jim Sellers. Andrew Waiden seconded the motion. All members present voted Mayor Gainous presented the hazard mitigation resolution to the Council that had been put together by other leaders and members of the Grady County community in regards to the Regional Commission Hazard Mitigation plan for Grady County. Jim Sellers made a motion to adopt the resolution as presented. Andrew' Walden seconded the motion. All members present voted in favor of the motion. Mayor Gainous told the Council it was time for the YES refund to be decided. Jim Sellers made a motion to deposit the YES refund to the Flex Operating Account Intermediate Term Portfolio int the refund amount of $15,192. Andrew' Walden seconded the motion. All members present voted in favor of the Motion carried. GDOT/ ADA Agreement voted in favor of the motion. Motion carried. GEFA. Signatory Adoption int favor of the motion. Motion carried. Council Matters of Interest Mayor Gainous and City Clerk Jenson informed the Council the City! had applied for a grant through Robert Porter inquired if the TSPLOST would be on the next election ballot. Mayor Gainous told him it would bet for November and he stated. Auburn, Sellers and him had all attended the preliminary Sanford Bishops office for use towards the sewer: system project. meetings about TSPLOST and the City was allotted 1.63% of the total.
