CITY OF CORRY 7:00 PM COMMUNITY CENTER SEPTEMBER 16, 2024 Mayor Baker called the meeting to order with the Lord's Prayer followed with the Pledge of Allegiance. Roll call found Council members Fike, Hammond, Lindstrom and Maloney present.. Also present, was Solicitor Caparosa, City Administrator Smith, Fire Chief Hodak and Police Chief Cherry. (1) Mayor Baker requested a motion to approve the minutes of the August 19, 2024 Regular ROLL CALL APPROVE 8/19/24 HEARING OF THE PUBLIC DEPLTR-REMEDIAL INVESTIGATION REPORT RECEIPT-844E COLUMBUS AVE RES24-27MUNICIPAL MODIFICATIONOF EXISTING LEASE RENTAL DEBT Meeting. REGULAR MTGI MINUTES Hearing of the Public: None (2) Mayor Baker requested a motion to receive and file letter dated August 14, 2024 from Pennsylvania DEP acknowledging the receipt of Remedial Investigation Report pertaining to 844E Columbus Ave stating that DEP has 90 days to review the project report. Motion was made by Mr. Fike (3) Mr. Hammond requested a motion to adopt Resolution 24-27 authorizing the modification of existing lease rental debti incurred thru thei issuance and sale of a guaranteed revenue note, Series of 2019 AUTHORITY int the amount of $900,000 by the Municipal Authority of the City of Corry secured by a guaranty agreement by the City of Corry to the First National Bank, for the purposes oft financing a public water system capital improvements project; approving the execution and delivery of a consent and confirmation byt the City to a modification agreement to be executed by the Authority and Banka and the concurrent issuance of the Authority's $119,750 amended and restated guaranteed revenue note, Series of 2024 in replacement of the existing note. (5) Mayor Baker requested a motion to adopt Resolution 24-29 stating that the City of Corry supports Erie County in designing a Comprehensive Housing Plan to help address housing needs throughout the county and the County'si initiative to apply for al Municipal Assistance Program (MAP) Grant to partially fund the program. Motion was madel by Mr. Fike and seconded by Mrs. Lindstrom; (6) Mr. Hammond requested a motion to adopt Resolution 24-30 to allocate State and Local Fiscal Recovery Funds (SLFRF also known as ARPA) for use of purchasing and upfitting a police vehicle. (9) Mr. Hammond requested a motion to approve 2025 Police Pension, Fire Pension and Non- Uniform Pension Minimum Municipal Obligations. The County was also down this past week with questions EMS AUTHORITY FALLD DATES: BRUSH & LEAFPICKUP HYDRANT FLUSHING EVENT REQUEST: SANTA INTHE MITTENS FOR KIDS and information- - hoping for answers next month. (12) Mr. Fike announced the following dates: Fall Brush pick up from September 30th- October 11th Hydrant Flushing from September. 30th- October 4th Leaf pick up begins October 14th until completed or firsts snowfall (13) Mrs. Lindstrom requested a motion to approve event request: eventi is dependent on receiving current certificate ofi insurance. Mrs. Taylor noted the differences between Union City'steam workr regarding trails and the City of Corry's lack Rex Messenger spoke regarding Ordinance 1570 (fire charges) and asked thati it be lookedi into asi insurance companies do not payt towards this. He said that the Citys should help people payt their deductibles ift their house burns down. Mr. Messenger: said he'di like to see all of the figures related to the mentioned ordinance.
