Forsyth County Board of Voter Registrations & Elections Forsyth County Voter Registrations & Elections Office  Special Called Meeting July 22, 2024 at9 a.m. 1201 Sawnee Drive Cumming, Georgia 30040 MINUTES  Present at the meeting: Barbara Luth, Chairman Joel Natt, Vice Chairman Carla Radzikinas, Secretary Anita Tucker, Assistant Secretary Dan Thalimer, Member Mandi Smith, Director  Jill Swain, Supervisor, Voter Registration & Absentee Carol Balcome, Assistant to the Director Karen Pachuta, Jarrard & Davis Carter Barrett, State Representative  .  Call Meeting to Order  Chairman Luth called the meeting to order at 9 a.m.  II. Pledge of Allegiance III. Adoption of Agenda  Vice Chairman Natt with a second from Assistant Secretary Tucker made a motion Attorney Pachuta asked the board to consider adding to the agenda discussion Assistant Secretary Tucker with a second from Member Thalimer made a motion to  to adopt the agenda.  regarding the voter challenge policy.  adopt the agenda as amended. Motion carried unanimously.  IV. New Business  A. Board of Registrations and Elections consideration of a resolution calling the Special Purpose Local Option Sales Tax Referendum, authorizing publication of the call of the November 5, 2024 special election, and for Vice Chairman Natt with a second from Secretary Radzikinas made a motion to postpone the agenda item to a special called meeting on Monday, July 29, 2024 at 9 a.m. at the Forsyth County Voter Registrations & Elections Office. Motion  other purposes.  carried unanimously.    B. Board of Registrations and Elections consideration of a resolution calling a referendum for a Homestead Exemption from School District Ad Valorem Taxes, authorizing publication of the call of the November 5, 2024 special  election, and for other purposes.  Vice Chairman Natt recognized Representative Carter Barrett.  Vice Chairman Natt with a second from Secretary Radzikinas made a motion to adopt the resolution calling for a referendum for a homestead exemption from school district ad valorem taxes authorizing publication of the call oft the November 5, 2024 special election. Motion carried unanimously.  Added Agenda Item  C.D Discussion of voter challenge policy  Attorney Pachuta stated SB189 included changes to challenges pursuant to O.C.G.A. 21-2-230 regarding National Change of Address (NCOA) information but did not address challenges pursuant to O.C.G.A. 21-2-229. She said there is a higher burden with challenges pursuant to O.C.G.A. 21-2-229. Attorney Pachutà said the board had received a challenge pursuant to O.C.G.A. 21-2-229 with over 800 names. She stated Gwinnett County's voter challenge policy allows the director to administratively handle challenges that were submitted pursuant to O.C.G.A. 21-2-229 that only provide NCOA information. Attorney Pachuta suggested the board consider updating their voter challenge policy with a similar provision. The board may add this item to the August 6 Assistant Secretary Tucker with a second from Member Thalimer made a motion to allow Director Smith to administratively handle the 800 names challenged and to add the discussion of the voter challenge policy to the August 6, 2024 regular  regular meeting for board discussion.  meeting agenda. Motion carried unanimously.  V. Recess Regular Meeting  Vice Chairman Natt with a second from Assistant Secretary Tucker made a motion  tor recess at 9:14 a.m. to enter into executive session.  VI. Executive Session (if needed)  An executive session was held to discuss litigation and personnel matters. Vice Chairman Natt with a second from Secretary Tucker made a motion to come out of  executive session at 10 a.m. Motion carried unanimously. Vice Chairman Natt stated no actions or votes were taken.  VII. Adjournment    Vice Chairman Natt with a second from Chairman Luth made a motion at 10 a.m. to adjourn once all documents are signed.
