MINUTES FORSYTH COUNTY CIVIL SERVICE BOARD REGULAR MEETING AND HEARING THURSDAY.ULYI,BA, AT 9:30 A.M. FORSYTH COUNTY PUBLIC SAFETY COMPLEX 3520 Settingdown Road, Cumming, GA 30028 MEMBERS PRESENT: Jerry Bowman, Chairman; Terry Smith, Vice Chairman; Jack Allen, Alternate Member serving as Voting Member for this meeting; John Mullen, Member recused from this meeting/hearing; Richard Neville, Counsel and Hearing Officer; Kathy Echols, Clerk. I. Calll Meeting to Order Chairman Bowman called the meeting to order at 9:30 a.m. II. Adoption of Agenda There was a motion by Mr. Smith with a second by Mr. Allen to adopt the agenda as presented. Motion passed unanimously. III. Adoption ofl Minutes Regular Meeting June 13, 2024 There was a motion by Mr. Allen with a second by Mr. Smith to adopt the minutes of the meeting held on June 13:2024, meeting as presented. Motion passed unanimously. IV. Items for consideration and discussion: (1) Attorney Updates - Richard Neville, General Counsel/Hearing Officer (2) Administrative Updates - Kathy Echols, Civil Service Board Clerk No updates. a) Curtis Dale Henderson Appeal - 1) Ms. Echols gave an update regarding the number of subpoenas that had been issued for the appeal hearing for Mr. Henderson. There was ai motion by Mr. Smith with a second by Mr. Allen to have Mr. Neville contact Mr. Henderson and the Sheriff's Department to work out a way to reduce the time needed for 2) Mr. Bowman asked ift there were two days scheduled for the Henderson hearing. Ms. Echols stated that only one day had been scheduled. There was amotion by Mr. Smith with a second by Mr. Allen to hold the second day, if needed, on Monday, August 12th. Motion passed unanimously. 3) Mr. Neville clarified what he intended to do on the conference call would be to try to streamline how the witnesses would be called, not necessarily shorten the case Mr. Henderson wants to present; but, to try to organize how they will the witnesses. Board Jack Allen, Alternate Member acting as Member of the Civil Service Board Brandi Zuckerman, Employee Relations Manager -1 Forsyth County Employment Services Charity Clark, Director - Forsyth County Employment Services Joslyn Bair, Appellant Witnesses: 1) Erin Griffin, Forsyth County Animal Shelter 2) Jerry Ramos, Code Compliance 10:41 AM-H Hearing recessed until 10:46. AM 10:46. AM - Hearing resumed 11:06. AM- Closing arguments were presented. 11:12. AM - Mr. Neville turned thei meeting over to the Board. V. Executive Session There was a motion by Mr. Smith with a second by Mr. Allen to move to the Executive Session. Motion passed unanimously. The Executive Session opened at 11:14. AM. There was a motion by Mr. Smith with a second by Mr. Allen to close the Executive Session. Motion passed unanimously. The Executive Session was closed at 11:24. AM. Chairman Bowman directed Mr. Neville to draft al letter outlining the Board's decision as indicated in the Executive Session in the timeframe requirement. There was no further business to bring before the Board. VI. Adjourn There was ai motion by Mr. Smith with a second by Mr. Allen to adjourn the meeting. Motion passed unanimously.
