Call Meeting to Order Chairman Luth called the meeting to order at 9 a.m. II. Pledge of Allegiance III. Adoption of Agenda Director Smith requested New Business D. be added for the board to discuss a hearing date for a recently submitted challenge pursuant to O.C.G.A. 21-2-230. Vice Chairman Natt with a second from Member Thalimer made a motion to adopt the agenda as amended. Motion carried unanimously. IV. Adoption of Minutes A. Regular meeting of August 6, 2024 Vice Chairman Natt with a second from Secretary Radzikinas made a motion to adopt the minutes as prepared by staff. Motion carried unanimously. V. Discussion of November 5, 2024 General Election and Special Elections 1. Logic and Accuracy Testing Director Smith stated we have received the ballot proofs and logic and accuracy testing has been advertised to begin Friday, September 13. 2. Early opening of absentee ballots Director Smith reported we received approximately 1300 absentee ballot applications since August 19 - the first day absentee ballot applications could be accepted for civilian voters. She asked the board to consider allowing for the early opening of absentee ballots. The board decided to postpone this item until the October 1 regular meeting for a decision. 3. Early tabulation of absentee ballots on Election Day The board decided to postpone this item until the October 1 regular meeting for a decision. 4. Risk Limiting Audit Director Smith stated the audit is required by law. The presidential and one other race will be audited. She said the Secretary of State will decide the other race after Election Day. VII. New Business A. Discussion of SEB rule changes* Assistant Secretary Tucker presented a resolution that would propose a 90-day quiet period for the State Election Board to make any rule changes. Assistant Secretary Tucker with a second from Member Thalimer made a motion to approve the resolution. The board discussed their views on the proposed resolution. Member Thalimer with a second from Vice Chairman Natt made a motion to amend the original motion and postpone this item until the October 1 regular meeting. Motion carried 3-2 with Secretary Radzikinas and Assistant Secretary Tucker opposed. A vote was taken on the main motion as amended. Motion carried 3-2 with Secretary Radzikinas and Assistant Secretary Tucker opposed. B. Discussion of ballot order for referendums and questions The board asked Attorney Pachuta to put together a policy that will state items will be listed on the ballot in the order they were approved by the Board of Voter Registrations & Elections. C.D Discussion of possible December 3, 2024 Runoff Election While no contests other than the US President have more than two candidates, plans will be in place if a Runoff is needed. If any race ends in a tie there will be a runoff on December 3. Vice Chairman Natt asked that in preparations fora possible Runoff that plans be made to hold one day of Saturday voting at the Elections Office only. Item Added: D. Voter Registration Activities Staff continue to process voter registration applications and perform routine list maintenance activities. Absentee Ballot Applications for civilian voters could be accepted starting on Monday, August 19. To date, our office has received an estimated 1,300+ absentee ballot applications. Over 500 oft those applications were submitted via the online absentee ballot portal. There are approximately 1,100 absentee applications rolling over due to elderly/disabled status. Voter Challenges Av voter challenge pursuant to O.C.G.A. 21-2-230 submitted by Stefan Bartelski was received on Friday, August 30, 2024. The BRE will discuss setting al hearing date during today's meeting. Election Equipment /S Supplies Routine charging and inventory oft touchscreens and printers was completed in the month of August and will be suspended in preparation for the upcoming election. Charging and inventory of ballot scanners and UPS battery units was completed in the month of August. Our office has been advised by the vendor that more Logic and Accuracy (L&A) testing oft the election equipment to be used during the November 05, 2024, General Election and Special Elections will be advertised to: start Friday, September 13, 2024. L&A Testing will continue dayt to dayi including weekend days, ifneeded, until complete. Testing oft the election equipment is sett to begin daily no earlier than 6:00 a.m. and will not continue past 11:00 p.m. daily and while testing will occur during these hours, it may not take place the entire time each day.
