The DUI Court serves the geographic area targeted is Rockdale County, Georgia, located approximately 25 miles east of Atlanta on Interstate 20 and part of the Metropolitan. Atlanta Region. Rockdale County is unique, with 34% suburban, 35% rural, and 16% urban class/land structures equally represented by blacks and whites, including significant identification with Hispanic, Asian, and East Indian cultures. As of the 2020 US Census count, the population in Rockdale County is 93,570. Despite being the 2nd smallest county in landmass, Rockdale County still ranks 11th in population density and 28th ini the overall population. The county operates under a full-time chairperson with two part-time at-large commissioners. A city councit, a part-time mayor, and ai full-time city manager govern the city of Relevant characteristics of the target population include both male and female, 25% African American, 2% Hispanic, and 73%' White. The estimated number of individuals served during the grant period will be 25 Conyers. clients. Needs Statement A. Address trauma related issues using gender specific groups, LAs stated in Substance Abuse and Mental Health Services Administration's (SAMHSA) TIP 41 because of thet frequent co-occurrence of substance use disorders, mood disorders, and history of trauma women ins substance use treatment are more likelyt to benefit from at treatment environment that is supportive, safe, and nurturing. Substance use in women are highly related to trauma history and victimization. SAMHSA also states that traumal is both a risk factor and consequence of substance ii. SAMHSA also addresses gender specific groups for meni in TIP 56. All male group therapy allows men to relate to other men, Men are able to discuss controversial topics in an more open setting, and they can work on the' destructive, restrictive aspects of the masculine gender role". B.A Address emerging drug trends including opioid addiction through .Ast the National Drug Court Programs (NADCP) states in Standard VII regarding drug testing, programs must implement frequent and comprehensive drug and alcohol testing requirements to gauge treatment progress and hold them accountable. NADCP's behavior modification models further recommend it reveals the most effective practice is testing twice ay week, including randomi testing. The first need for the court programs begins with the need for enhancing drug testing capabilities with extended panels to identify the participants attempting to mask their current drug usage in all court programs. The extended panels will allow for the proper identification of positive drug tests and violators. Failure toi identify and hold those masking drug usage accountable will create a viral effect amongst the population. Identifying those with positive screens will allow the programs to meet Standard IV focused on Sanction and Therapeutic Adjustments. But to have the capacity to adjust treatment, the programs need to be able to meet the second demand for more and enhanced treatment services. As stated earlier, growth in the population will require more treatment services to meet Standard Vi, requiring court programs to provide complimentary treatment, and Standard V, which provides a continuum of evidence-based treatment for substance use disorders. In addition, court programs are experiencing at trend requiring more individual treatment sessions focused on those who have endured trauma and additional individual treatment to assist in the fight against their addiction with co-occurring disorders. Further exacerbating the need for enhanced treatment services is the growing trend for DUI for drugs requiring more drug testing; these participants require enhanced levels oft treatment with a focus on drug abuse and potential co-occurring disorders. The Rockdale DUI Court is suffering from this trend, with its population approaching 50% charged for DUI with drugs. In addition, research supports that drug use among DUI drivers is becoming more prevalent, and estimates show that almost 44% of drivers int fatal car crashes tested positive for drugs. use. increasing random testing and testing type. Project Goals Goal1: curfew compliance and use of technology to document attendance att treatment groups and community support meetings in real time. Outcomes: increase program fidelity and accountability Goal 2: address traumas that may directly impact participants recovery via Outcome: increase chance at long term recovery Goal 3: identify emerging drug trends byi increasing the testing randomization by substance type. Outcome: ensure compliance with treatment plans and case plans Compliance-Stampz: - US Stampz is an app that will allow the court to track participants in community support meetings easier. The app will reduce the use of paper and loss of documentation. Participants attendance at community support meetings as well as treatment groups and court sessions will be saved in the app as well as available to the coordinator and case manager in real time. Making documentation easier to enter into the case management system. Stampz is inexpensive and cost effective. Complance-CSRA Probation: Curfew monitoring will be used to assist surveillance officers with monitoring participants who are in the orientation phase of the program or who are under court sanction that involves a curfew/house arrest, The watches will ensure participants don't leave home after curfew checks have been made. Gender specific groups will allow participants to address Trauma related issues in a safe and comfortable environment, especially if the participant is struggling withi issues related to the opposite sex. The two groups will meet twice a week for 12 weeks. Feb. -May 2025 $225 Per Group*48 groups-$10.800 for 30 clients Specialty Drug Testing- Accountability Lab Services. Clients who are known to use other substances will receive one extended panel test a week. Randomly other clients will bet tested as well for a total of about 20 clients per week. Due to funding the current testing only involves testing for each participants Substance of Choice and validity Testing. This project will allow extended panel includes tests for: Kratom, Fentanyl, heroin, oxycodone and synthetics. $4471 per month*6 months-$26,827 Resources Needed 1, 30 subscriptions of Stampz app over a six month period 2. 10 uses of smart watch monitoring device over a six month period 3. 48 gender specific groups over as six month period 4. Enhanced drug tests with extended panels over a six month period Combined these resources willi increase program fidelity and accountabilty.
