Aurora, Nebraska October 22, 2024 A meeting oft thel Mayor and Council of the City of Aurora, Nebraska, was convened in open and public session at 7:30 p.m. on October 22, 2024 at the City Hall. Present were Councilors: Paul Lackore, Wayne Roblee, Daniel Bartling Mark Dunn and Dick Phillips. Mayor Marlin Seeman conducted the meeting. City Officials present were City Administrator Eric Melcher, City Attorney Ross Luzum, Chief of Police Paul Graham, Public Works Director Adam Darbro and Notice ofs said meeting was given by publication in the Aurora News Register on October 16, 2024. Notice of meeting was simultaneously given to the Mayor and all: members ofthe Council and a copy of their acknowledgment of receipt of notice and the agenda is attached to these minutes. Availability oft the agenda of this meeting was communicated in the advance notice and in the notice to the Mayor and Council. PETITIONS, COMPLAINTS, COMMUNICATIONS: Justise Rhoden of the Aurora Chamber of Commerce gave a presentation on what the Aurora Chamber of Commerce has been doing for the community. 7:35 P.M. PUBLIC. HEARING: Mayor Seeman opened the duly advertised second public hearing required for the 2022 CDBG Downtown Revitalization Project Grant (Commercial Rehabilitation Improvements). The City of Aurora is received $435,000.00 for Downtown Revitalization Project. The Mayor asked ift there was anyone present who wished to speak in support of the grant. Lori Ferguson, Community Consultant from South Central Economic Development District, Inc. Spoke about the grant. The Mayor then asked ift there was anyone present who wished to speak in opposition to the grant and there was no one. There being no one else present to speak in favor of or opposition to the grant the Mayor declared the public hearing Councilor Phillips moved to approve Project DTR-#007 for the Aurora CDBG Downtown Revitalization Façade Forgivable Loan Program. Councilor Lackore seconded the motion. Voting Aye: Bartling, Dunn, Phillips, Lackore and Roblee. Nay: None. Absent and not voting: Lohrmeyer. The motion carried. Councilor Dunn moved to approve the reimbursement for the CDBG Downtown Revitalization Program for Façade Improvements for client DTR-#006 for $7,530. Councilor Phillips seconded the motion. Voting Aye: Dunn, Phillips, Lackore, Roblee and Bartling. Nay: None. Absent and not voting: Lohrmeyer. closed. The motion carried. Councilor Roblee moved to approve Draw Request #7 for CDBG Funds for $7,530.00. Councilor Dunn seconded the motion. Voting Aye: Phillips, Lackore, Roblee, Bartling and Dunn. Nay: None. Absent and not voting: Councilor Lackore moved to approve Resolution No. 24-31 authorizing the Mayor to sign the Year-End Certification ofCity Street Superintendent form. Councilor Phillips seconded the motion. Voting Aye: Lackore, Roblee, Bartling, Dunn and Phillips. Nay: None. Absent and not voting: Lohrmeyer. John Boeder ofThe Leadership Center for a special designated liquor license for the Harvest Gala Fundraiser at' The Leadership Center, 2211 QSt. on November 23rd, 2024 from 5:00pm to 11:59pm.
