CALL TO ORDER The Regular Meeting of the Board of County Commissioners on Tuesday, October 8, 2024, was called to order by Chair, Tamara Pogue, at 1:00 p.m. in the County Commissioners Meeting Room, Summit County Courthouse, 208 Lincoln Avenue, Breckenridge, Colorado. II. APPROVAL OF AGENDA CITIZEN COMMENT Rick Bell noted he lives in Willowbrook and has become aware of the possible purchase of a property in that neighborhood by the County and Town of Silverthorne. He noted that there have been issues with the development of his community by the Town of Silverthorne, and he has concerns that if the property is handed over to the town similar problems will occur. His other concerns included safety, potential for increase of traffic, land being paved, and a potential connection from east to west over the highway. Warrant List 09/16/24-09/30/24. Approved as Presented by the Finance Department; Liquor License Renewal for Happy Hour LiquorL LLC dba Thel Bottle Shop; Retail Liquor Store; Cody Taylor; located at 40 Cove Blvd., Unit C-1, Dillon, CO (Clerk). The Sheriff's report indicated no record of negative information on the establishment and stated no reason to disapprove the issuance of the license D. Ar resolution endorsing the Breckenridge History Historic Resources Management Plan Amendment. Approved Resolution 2024-60 as Presented; and E. Liquor License Renewal for Colorado Sleigh Company LLC dba Golden Horseshoe Tours; Hotel & Restaurant; Jennifer Shimp; located at 6061 Tiger Road, Breckenridge, CO (Clerk). The Sheriff's report indicated no record of negative information on the establishment and stated no reason to disapprove the issuance of the license at Drainage Easement Agreement, related to PLN24-012: Lot 17, Gold King Placer. G. Approval to execute option agreement to acquire the Blind' Tom, Forest Queen, Conclave, and other associated mining claims (Upper Blue Basin). Approved as Presented; and MOTION: A motion was made by Commissioner Mamula and seconded by Commissioner Waters to approve the Consent Agenda, items A-G including Resolution 2024-60, as at this time; and this time; and F. Approved as Presented; and presented. MOTION PASSED UNANIMOUSLY BY THE BOARD PRESENT VI. NEW BUSINESS A. Consideration of a Resolution Imposing Stage 1 Restrictions on Open Fires and the Use and Sale of Fireworks in Summit County (Sheriffs Office). The Board thanked Sheriff FitzSimons for the Sheriff's Office's diligence. MOTION: A motion was made by Commissioner Waters and seconded by Commissioner Mamula to approve Resolution 2024-61, Consideration of a Resolution Imposing Stage 1 Restrictions on Open Fires and the Use and Sale of Fireworks in Summit County (Sheriff's Office). PUBLIC HEARING A. MOTION PASSED UNANIMOUSLY BY THE BOARD PRESENT VII. Presentation of Preliminary Draft 2025 Budget. David Reynolds shared a digital presentation regarding the proposed 2025 budget. He shared the background and process of the Citizen Advisory Committee and its goals. He noted the budget guidelines that were put forth to the departments, which entailed an expectation of ai flat budget to 2024 except for some inflationary expenses and no new programs except those that are funded by grant revenue. Mr. Reynolds shared the County's revenue streams which include grants, special fees, licenses and permits, investment earnings, property taxes, and sales taxes. He noted that expense increases include inflationary increases such as market-based wage and Summit County Board of County Commissioners' Regular Meeting Minutes of October 8, 2024 salary increases, and a public safety step pay program. Mr. Reynolds shared the status, balances and outlooks oft the General Fund as well as other County funds. He shared a Commissioner Waters stated that Mr. Reynolds took a complex and broad topic and made it understandable. She shared her concern to ensure that enough time has been allotted for the Commissioners and staff discussed the potential for the Board to meet with the auditors hired by schedule of Work Session deeper dives for the remainder of 2024. deeper dive Work Session schedule. the County. MOTION: A motion was made by Commissioner Mamula and seconded by Commissioner Waters to continue the hearing for the 2025 Proposed Budget to the next Regular Meeting on October 22, 2024 at 1:00 p.m. in person in the BOCC Hearing Room, 208 Lincoln Avenue in Breckenridge, and via Zoom.
