MINUTES CITYOF AMES 304 MARTIN DR. - AMES, TEXAS SPECIAL CALLED CITY COUNCIL MEETING OCTOBER 21, 2024 6:00 PM The City Council for the City of Ames, Texas held a meeting at the Ames City Hall at 6:05 p.m. Mayor Barbara Domain called the meeting to order at that time. Mayor Domain conducted the roll call, at this time the members of the City Council who were present were: Mayor Barbara Domain, Michael Trahan II, Councilwoman Elizabeth "Liz" Hardy, Councilman Alfred Freeman Jr., and Council Woman Audrey Harrison. Councilman Eddie White was late. He arrived at 6:19 pm. Councilman Michael Trahan led the prayer, and the Pledge of Allegiance was recited. CITIZEN APPREARANCE There was no public participation. REGULAR AGENDA ITEMS: 1. CITY COUNCIL TO CONDUCT A PUBLIC HEARING REGARDING THE TEXAS CDBG PROGRAM COMMUNITY DEVELOPMENT CONTRACT CDV21-0476. At6 6:07 pm the public hearing began for CDV21-0476 Grant. The floor was open for anyone to speak at this time. Councilwoman Hardy asked what the hearing was for. Mayor Domain explained that the hearing is being held to close out the CDV21-0476 Grant, which is the grant that was used to repair Donatto Street. Councilwoman Hardy asked if the road was completed according to the grant. Mayor Domain explained that the work has been completed and that we will be meeting with Katy from GrantWorks to finalize the closeout. There was no further 2. CONSIDER, AND IF APPROPRIATE. TAKE ACTION TO APPROVE THE REPAIRS CAUSED BY THE DISASTER INTHE AMOUNT OF $7,267.00. Mayor Domain explained that she has provided two bids for consideration (Star Driwall Company and Omnifarious Construction). Star Driwall's quote does not include the meeting area. Omnifarious's quote included all areas that need to be repaired. Mayor Domain explained that she would like to use Omnifarious as the contractor to complete the work because oft the quality ofwork that he provides. Councilwoman Hardy asked if this project was a part of FEMA. Mayor Domain explained that we did include these repairs in the FEMA Project and that we have already received roughly $5,000 from the insurance company for the damage. Councilman Trahan brought it to the Mayor's attention that the roof was not included on the quote from Omnifarious. Mayor Domain explained that it was included and may have inadvertently been deleted when the quote wasi rearranged. After further discussion it was determined that we should table thisi item until the next meeting sO that we can get a corrected quote to include the roof. At this time a motion was made to table this item. Councilwoman Hardy at this time recused herselffrom the voting. There was no discussion. All were in favor. Passed unanimously. discussion. MAYOR'S REPORT Brazos Transit bus company is trying to launch a new service that will pick customers up at their front door, drive them to their requested location, and drop them back off to their front door. The cost of the service will be $2.00 for pick up and $2.00 for dropping off ($4.00 round trip). Mayor Domain was able to take a ride on the van system. The program is like Working on getting a grant through GLO for disaster reconstruction. The grant will be for infrastructure for the street and ditched. It opened today and closed on November 21St. We will get the information out int the paper tomorrow to get the process started. There is another grant available for $750,000 (not sure ift there is a match or not), and we will be applying for that grant as well. There is a third grant available to assist with planning and we will be We have 3 new sewer taps to install. Councilwoman Hardy asked if the residents that are building new homes aware that they can't get a water meter. Wellona stated that everyone that comes to the city hall for a new home permit are directed to the water department to find out the details ofwhat is going on witht the water meters. This concluded the Mayor's Report Uber, but it costs less. applying for that grant as well. This grant is $300,000 with no: match. 4.
