FOR SINGLE FAMILY RESIDENTIALIN NORTHEASTTEXAS: REQIIRED ACTION BY YOUR COURT Dear. Judge: Int the thirty plus years that your County has been a mamber oft the! Northeast Texas Housing Finance Corporation ("NETHFC"), we have strived to serve homeowners throughout the 9-county area by: assisting with lower cost financing through tax-exempt bonds. Two years: ago, we were able to assist with ar multi-familyl housing project in Franklin County, assIsting some 100 fenants. Wer now have an opportunlty to assist first time homebuyers in Northeast Texas. Here is how this We are able to makot these programs possible because tha Federal government and the State of Texas base the authority tol Issue these tax-exempt bonds upont the tofal population size of the area served, in our case, the nine countles of the NETHFC. While no single county In! North East Texas can do this, because we represent: nine countles, we can. That Is, the more residents that we have, the more bonds that we can issue. This Is vitally important because the nature oft fhese transactions depends upon their size and the economles of scale, Essentlally, the greater our population base, ther more aconomically feasibla these transactions become. The Directors from Dalta County arel being copled herewith, and the Executive Committee oft the Corporation has already approved this transaction, subject to the Court's approval as set forth below. THE NETHFC'S POTENTIAL. ASSIGNMENT TO THE STATE AGENCY These same aconomles ofs scale can work to Delta County's benefit through this current proposal. The' Texas Department of! Housing and Communify Affairs (TDHCA") has Initlated a program whereby the! NETHFC can delegate tot the TDHCA our rights to Issue single family mortgage bonds, and: assign to the TDHCAa reservation of bond authorlty, tol help first-time homebuyers purchase a single-family! home at below market interest rates. Our Executive Committee has aiready approved this transaction on. June 26, 2024. It Is, however, necessary also tol have each of the nine counties Commissloners Couris approve this transaction because each county was a pragram will work. The estimate is that some $12,500,000 willl be avallable to residents of our nine counties next year.
