MINUTES OF MEETING: August 27, 2024  1. Call to order: Mayor David Pratka called the meeting to order at 5:30 PM. Miller, Chris Nors, and Adam Miles (City. Attorney) were present.  2. Roll Call: present council members - Cody Harris, Natalie Kelinske, Joe Pustejovsky, Matt 3. Revisited salary discussion regarding Assistant Administrator & City Administrator. Council granteda 5% COLA for the Assistant Administrator and the City Administrator: received no COLA for the 2024-2025 fiscal budget year. West EMS is toi receive an additional $6,000 in fuel expenses along with the otheri items already included in the budget (cardiac monitors and $12,000 already in fuel expenses). Additional budget changes, move all budgeted QIPP funds except $70,000 to unallocated. Council wants flexibility to either move that money back to QIPP or use it for street repairs ifcouncil decides to drop the QIPP program. Council instructions to the mayor, start budget meetings earlier next year, look into yearly admin evaluations in Q2 starting in 2025, and research  3rd party entity to conduct proficiency reviews fora all city departments.  4.
