Call to Order 2. Invocation 3. Quorum Check Mayor Robert Smith called the meeting to order at 4:02 p.m. Mayor Robert Smith gave the invocation. Quorum Check was called by City Secretary Cheryl Everett. A quorum was present: Councilmembers: Juan Ramos, Mayor Pro Tem Phil Adkison, Sherry Hellwig, Rachella Massey (came in at 4:03p) and Terry Taliaferro via phone. Absent (at Quorum Check): Other City Officials present: James Freeman, City Administrator Cheryl Everett, City Secretary Rodney McCarty, Public Works Director Jimmy Casper, Police Chief Other City Employees present: Other City Affiliates present: Hawk Ornduff- Hudson Volunteer Fire Department Other Guests present: (as per Sign In Sheet) Donna Smith Discussion: 4. DISCUSSION AND ACTION to approve Minutes from previous Council Meetings. Action: Mayor Pro Tem Phil Adkison moved to approve Minutes of the March 10,2022 Council meeting. Councimember Terry Taliaferro seconded the motion. Five (5) for and none (0) opposed = Motion Passed 5. DISCUSSION: AND ACTION to accept EDC Funds for funding the work in Street Project 032022. Discussion: James Freeman, said the EDC Committee approved funds for Evans Gann Rd., Parks Circle, Hunters Glen, Berry Rd. and Providence Road for a total area of 14,000 square feet, ini the amount of $32,730.75. Action: Mayor Pro Tem Phil Adkison moved to approve the Street Project 032022. Councimember Terry Taliaferro seconded the motion. Discussion: James Freeman, City Administrator this is a single project on Roper Road and EDC Committee approved $14,832.00. Action: Mayor Pro Tem Phil Adkison moved to approve the Street Project 04012022. Councimember Sherry Hellwig seconded the motion. Five (5) for and none (0) opposed. - Motion Passed 7. DISCUSSION AND ACTION on Upgrading second section of City Hall Wall facing HWY 94. Discussion: James Freeman, City Administrator said Basham Construction Action: Mayor Pro Tem Phil Adkison moved to accept the Basham Construction bid for wall replacement on front of City Hall. Councimember Five (5) for and none (0) opposed. - Motion Passed had the lowest bid of $10,800.00. Rachella Massey seconded the motion. 8. DISCUSSION. AND. ACTION on purchasing a new Dump Trailer for Sludge Hauling. Discussion: James Freeman, City Administrator said this will be a replacement for the dump trailer at the plant. Dump trailers have about a lifespan of 5years because of rusting out. Texas Pride Trailers quoted Action: Mayor Pro Tem Phil Adkison moved to approve the purchase of a new Dump trailer from Texas Pride Trailers for $16,870.00. Councilmember Sherry Hellwig seconded the motion. Five (5) for andi none (0) opposed. - Motion 9. DISCUSSION: AND ACTION on helping the Fire Department with 2022 TXCDBG $16,870.00 for a heavy-duty trailer. Passed Fire, Ambulance, and Service Truck. Discussion: James Freeman, City Administrator will need a selection committee to grade for a grant administrator and the council will choose the grant administrator. The Fire Department will be responsible for any Action: Mayor Pro Tem Phil Adkison moved to approve helping the Fire Department wit 2022 TXCDBG Fire, Ambulance, and Service Truck. Councimember Terry Taliaferro seconded the motion. Five (5) for and none (0) opposed. = Motion Passed expenses. 10. DISCUSSION. AND ACTION on Resolution Authorizing the City Administrator to sign all closing documents on Property located on Oscar Berry Road.
