Regular City Council Meeting October 14,2024 STATE OF TEXAS COUNTY OF MONTAGUE CITY OF BOWIE On this the 14th day of October, 2024, the councit convened ina a regular meeting open to the public as advertised with five Councilors present. Councilor Bates was absent. Presiding: Mayor Burris Councilors: Ashley, Gunter, McEwen, Post and Shaw City Secretary Page City Manager Cunningham Mayor Burris called the regular meeting to order at 6:00 p.m. Invocation was given by Councilor TJay McEwen. Items of Community Interest Trick or Treating will be Saturday, October 26". Invocation Thanks to the Parks Department and Community Development for all their work on Chicken and Bread There is still al lot ofv work to be done on Nelson Street, but the intersection has been poured. The last pour was on October 4t. The 28-day curing time puts the time at November 1* unless the concrete test is ok before that day. Other items that need to be finished before October 31" are the bridge guard rails, minor pours connecting Nelson Street and Mill Street to the street concrete, al bridge over the ditch on Houston Street, the grate over the drop box, and several other items. The project will bej judged "Substantially complete" when vehicles can drive on the street without danger and the street drains as it should. The mentioned items must be done before thej project is "substantially complete". Personaly,Idon'tt think they Construction has begun on the Substation Transformer Project. Last week, the foundation for the transformer was poured. I was amazed at how much steel is needed to support the transformer. The construction crew was building rebar support for thes substation structures, ands soon, the supports for the structures will be poured. Brazos Electric will come in when the support work is done. The work is going Wes still have not reçeived the variance from TCEQ on the new raw water pump requirement. The engineers are working on that, and. Jerry Sutton and others are working on the old raw water pump station on the old part oft thel lake. With the variance and addition ofthe old pump, we will probably be able to delay thei installation of the new pump. We will still need to install the new pump, but with the delay, we The final design for the Downtown Revitalization Grant has been completed, and the project should soon Next week, the auditor will do a walk-through oft the finance office to begin the: audit process. The actual The week before last, our guys went out to the Crockett Ranch, loaded as statue entitled "Trail Boss" and took it to Pelham Park next toi the Bowie Knife. The "Trail Boss" statue was donated to the city by Mr. Warner Stone, whol had the statue at his home on Crockett Ranch north of Bowie. It added an extrat touch to the Bowie Knife attraction, andi it signifies our history and heritage of being on the Chisholm Trail. Clyde's crew went out and added: stones to the flower bed, which made the area look especially good. Motion An update was given on the compressed work schedule that began six months ago for the city. Portions of the city staff work a four-day week, working 7a.m. to 6:00 p.m. Some of the departments continue to do thet traditional five-day week. There has been al lot of positive feedback from citizens and customers. The staff members involved in the new schedule continue to support it andi it has been good for morale. There are about 20 acres of land that could be used. There have been trails in the past at this location and Cordell added it would probably not be that expensive to do aj project here. This will be more: for families and kids. You could put a fewj jumps or small obstacles if yous wanted. Councilor Terry Gunter said the council needs to see a good proposal or business plan on how it would work and the city'sr responsibilities and liabilities, adding "there are al lot ofunknowns." Councilor Brent Shaw agreed it was a goodi idea and asked the men to bring something we can put our hands on.
