PRESENTATIONS PRESENTATION ON THE UPCOMING 2024 HAYS COUNTYTRANSPORTATON BOND REFERENDUM Hays County Precinct 4 Commissioner Walt Smith presented background information. General discussion was held on public meetings and participation, oversight oft the various bond projects, the return on investment for Buda, projects within the City not included in the bond package, and to Public1 testimony' was madel by Carl Urban of 1572 Main Street regarding providing sufficient right-of-way (ROW), expressed concerns of soil quality, the impending traffic concerns on Old San Antonio Road regarding thef future hospital, housing, and'uturewarehouse development. Futher commentsweremade address the project financing gaps with aiscretionaryfunding. Jeff Kaufmann of 407L Leisurewoods Dr. spoke against the bond project, specifically noting thel lack of publici input and selection of projects. REGULAR AGENDA HOTEL OCCUPANCY TAX: ADOPTION OF GRANT PROGRAM. AMENDMENTSTOTHE FOLLOWING ORDINANCES FUNDED' THROUGH A) ADOPTION OF ORDINANCE #2024-48 ON FIRST AND FINAL READING. AMENDING THE DOWNTOWN PADOPTONOFORDINANC: #2024-49 ONI FRSTANDFINALREADINGAMENDINGTHEARISAMPUFED Community Relations & Destinations Services Director Lysa Gonzalez presented background information. General discussion was held on the program criteria, grant eligibility, preventing applicants from seeking funds from both grants, and possibly adding a policyt to limit al business from: seeking more than one grant Further discussion was held on potential abuse by an applicant seeking more than one grant. Ms. Gonzalez informed the same staff review both type of applications, and each grant! has specific eligibility Motion, to consider both Ordinances on first and final reading, was made by Mayor Urbanovsky and Motion, to adopt Ordinance #2024-48 amending the Downtown Co-Marketing Reimbursement Grant Program, as presented, was made by Councilmember Smith: and: seconded by Councilmember Cummings. PUBLIC HEARING AND ADOPTION OF ORDINANCE #2024-50 ON FIRST AND FINAL READING AUTHORIZING AMENDMENTS TO SECTION 2.09.12 OF THE UNIFIED DEVELOPMENT CODE REGARDING CO-MARKETING REIMBURSEMENT GRANT FUNDING TO $20,000.00 REIMBURSEMENT GRANT FUNDING' TO $10,000.00 within ai fiscal year. criteria, which must be met to receive thef funding. seconded by Councilmember Daugereau. General discussion was held on grandfathering existing lighting standards for current residents and businesses and applying the new regulations to new applicants.
