Background: Texas law requires each Advanced Life Support (ALS)ambulance provider to have a qualified medical control system. This medical control agency provides day-to-day on-line medical direction for paramedics in the field. The City of Lancaster has used the Dallas Biomedical On-Line Supervision system for these services since the inception of our paramedic program in 1986. This agreement with the Parkland Health and Hospital System has been in place since 2016 and has continued since that time. Other cities that participate in the system are Dallas, DeSoto, Duncanville, Highland Park, Garland, Irving, Mesquite, Richardson, Sunnyvale, University Park, and Wills Point. All cities share the cost of running the system. Operational Considerations: to the Citizens of Lancaster. Background: Texas Department of Transportation, Aviation Division historically has made available the Routine Airport Maintenance Program (RAMP), which was a 50/50 match grant program designed by TxDOT for general aviation airports to assist with routine airport maintenance requirements. Lancaster Regional Airport has fully participated in and benefited from this program. This grant program supplemented airport expenditures by defraying 50% of the cost. TxDOTAviation modified the RAMP Grant for the 2024 fiscal year to become a 90/10 match program where 90% of costs are absorbed by the grant with no additional grant assurances levied on grant recipients. This modification will continue for the 2025 fiscal year. Operational Considerations: The utilization of the RAMP grant has assisted with the routine maintenance and general upkeep of the city-owned hangars, airfield lighting, pavement, and other airfield infrastructure. The fiscal year 2025 RAMP grant is planned to be used for routine maintenance, lighting maintenance for the taxiway and runway, and calibration of the fuel meters, airport signage, facility repairs, and renovation of the old terminal building restaurant area for future leasing to increase airport revenue. Swing Survey Abstract No. 1633, located south of the intersection of Wilderness Pass and Sandalwood Trail addressed as 1253 Sandalwood Trail, City of Lancaster, Dallas County, Texas. Background: 1. Location and Size: The property is located south of the intersection of Wilderness Pass and Sandalwood Trail, addressed as 1253 Sandalwood Trail. The property is 1.135 acres in size. 2. The proposed single-family dwelling is consistent with the land use designation. 5. Case History: Date Body Action 10/01/2024 P&Z Recommended approval of zoning change from AO to SF-E 10/16/1989 CC Zoning Map Adopted Operational Considerations: htps./destinyhosted.compintalicimisg:2180éreboaded-true8id-52622 9/15 10/25/24, 3:47F PM Agenda The applicant proposes to build a single family home on the site. No plans have been submitted for development. In the Single Family (SF-E): zoning district, a minimum of 2,100 square feet for a dwelling unit is required. The applicant will be required to meet all development standards at the time Pursuant to Section 14.1101 of the Lancaster Development Code (LDC), when reviewing a zoning change application, there are five (5) considerations that must be made when deciding on a zoning permits are submitted. application. The following is an analysis of these considerations: Consistency with the Comprehensive Plan: The Comprehensive Plan Future Land Use Map designates this area as Rural Living. Rural Living is focused on areas of the community that have the ability to preserve a rural character. The high-end character of this housing is primarily focused on serving the needs of executives with densities of less than 2 dwelling units per acre. The zoning change request is therefore consistent with the Future Land Use Map of the Comprenensive Plan. Potential Impact on Adjacent Development: Adjacent properties are all single-family dwellings. Should the rezoning request to SF-E be approved by City Council, the zone change is consistent with the current pattern of development in the area. The subject property is currently undeveloped. Upon construction of this site, factors such as vegetation, topography and flood plain issues will be addressed through the building permit process. Site conditions such as vegetation, topography and floodplain: Availability of utilities and access: The property is served by the City of Lancaster water and wastewater service. Timing of Development as it relates to the Capital Improvement Plan (CIP): There are currently no capital improvements planned for the area. Based upon an analysis of the five (5) criteria that must be taken into consideration when reviewing a change in zoning application, the proposed change request will integrate appropriately as the area is envisioned for single-family home development and is consistent with the Future Land Use Map of the Comprehensive Plan. On October 1, 2024, the Planning and Zoning Commission recommended approval of the zoning change from Agricultural Open (AO) to Single Family Estate (SF-E). LegalConsiderations: Texas Open Meetings Act.
