Council Members Absent: Debora Nelson, excused. Staff Present: Mayor Don Vanney, Paul Ellis, Jim Kelly, Jonathan Ventura, Seth Kinney, Also Known to be Present: Kathy Vanney, Randy Nobach, Steve Maisch, Holly Sloan- Mayor Don Vanney called the meeting to order at 6:00 pm, and the Pledge of Allegiance and Chelsea Brewer, City Attorney Steve Peiffle, and Julie Petersen. Buchanan, Tim Abrahamson, and John Cermak. roll call followed. APPROVAL OF' THE AGENDA Mayor Pro Tem Michele Blythe moved to approve the agenda as presented. Councilmember Rob Toyer seconded the motion, which passed with a unanimous vote. INTRODUCTION OF SPECIAL GUESTS/ AND PRESENTATIONS None. WORKSHOP ITEMS- NOACTION WASTAKEN Cemetery Rules and Regulations Update The Arlington Municipal Cemetery Rules and Regulations were last updated in 2013. The Cemetery Board has worked with Public Works staff updating the Cemetery Rules and Regulations to better reflect the current Cemetery business and operating procedures. The Cemetery Board has unanimously voted in favor ofrecommending City Council approve and adopt these updated Cemetery Rules and Regulations. Discussion followed with Mr. Kellyanswering Council questions. Process Solutions Contract System Platform The Water Reclamation Facility recently upgraded its SCADA system from Wonderware" to' "System Platform". The Wonderware" program was outdated, nol longer supported, and lacked high-level security protections. Iti is now time to do the same at the Water Treatment Plant. The Water' Treatment Plant's (WTP) existing Programmable Logic Controller (PLC) is old, outdated, and not current with new control operating strategies. Public Works contracted for the design and construction of a new PLC that would be capable ofs serving the existing WTP with sufficient capacity to serve the WTP Expansion, the Haller South Wellfield Expansion, and the new 640 Booster Pump Station. Contract Amendment No.2 with RH2 for 640 Booster Station In 2021, the City entered into contract with RH2 for Hydraulic Analysis and preparation of al DOH Engineering Report for a proposed booster pump station at the 520 Reservoir site (640 Booster Pump. Station) and a new potable water reservoir serving the 640-pressure zone. RH2 was issued amendment #1 expanding their scope of work toi include design services for the 640 Booster Pump Station, the design was completed, and this project is under construction. Amendment #2 to the RH2 contract is for additional services needed during the design phase and for On-Call, as needed engineering support during construction. The initial contract: amount of $78,411.00 with Amendment #1 of $232,401.00 and Amendment #2 of $63,350.00 with a revised contract amount totaling $374,162.00. EXECUTIVESESSION City Attorney Steve Peiffle announced the need for an executive session to discuss threatened litigation [RCW 42.30.110(1)0] and to review performance ofaj public employee RCW42301100)0) for 15 minutes.
