CITIZENS - AGENDA ITEM7 Ritch Wheeler, Commissioner Precinct 3 Elect - Agenda Item 9G3a - asked that the court move the agenda item to open session. He requested that the court vote no to the appointment not because oft the individual himself but he believed that it is inappropriate for an official with less than three months in office to appoint someone to a 4-year term. He continued that that is not the spirit of democracy and it does not echo the voice or the vote oft the constituents. Session of October gth, 2024 Page 2of31 Teresa Kenney - Agenda Item 15A2 - asked that the court reassess the Library Reconsideration Committee and its complete lack ofoversight and transparency. She stated from the current policy that meetings ofthe Citizens Review Committee are closed to the public except for the person who made the formal request for the review and mentioned that the complainant does not have to prove that they are a resident of Montgomery County. She was concerned that the public isr not given information on the complaint, not know when the meeting to discuss complaint is held, nor can they attend the meeting to defend the book where the decisions ofthe Board are final. She asked that the court return librarian oversight to the review process and open the Deborah Salisbury, President of the League of Women Voters of Montgomery County - Agenda Item 10A - stated that at the time, they have not seen any evidence indicating that the county's election equipment has issues that would necessitate such changes and changes SO soon to the General Election. Salisbury stated the process from the proposed resolution that asks the Election Administrator to develop a policy and procedure for randomly selecting additional electoral precincts for manual recounts, and asked that it needs to be transparent and compliant with the Kristen Plaisance Agenda Item 10A - expressed thanks to the court in regards to taking the time to hear their concerns and testimony of the elections voting system. She stated that there is only one critical question that matters: "Did the voting system count our votes accurately during the election?" She asked that the court vote "yes" to the Resolution and Order as it provides the Michelle Knuckles - Agenda Item 9G3a, 15A2 commented that the current new policy is working and described how the policy has helped. She asked that the court leave the policy as is. Ifthere isi in interest in revisiting the policy that the court wait until Commissioner Precinct 3 Elect Ritch Wheeler takes office in January. Knuckles also asked that Agenda Item 9G3a be moved to open session to be considered separately. She said that to allow this appointment, the court is taking away the citizens' rights, and the new duly elected commissioner'st responsibility. Knuckles continued to say that there are currently four (4) members of the committee, and ifatie occurs from a decision, that they can revisit until Commissioner Precinct 3 Elect Ritch Wheeler Lauren Vickers - Agenda item 10A - expressed appreciation and gratitude for drafting the Rachel Walker - Agenda 15A2 - presented to the court a book and described that it contains content viewed as a difficult topic. However, the difficult topic allowed a child to find the words to get the help she needed. She stated that it is crucial to clarify the discussions about gender identity, sexual orientation, and comprehensive sex education when presented in an educational context which do not fit the definition of harmful material that is defined in the Texas Penal Mark Myer - Agenda item 10A - spoke to the court in opposition of the Resolution.
