East Princeton Texas7 75407 Drive  PRINCETON TEXAS  The City Council of the City of Princeton, Texas, met in Work Session on October 15, 2024, at 4:30 p.m. in the City Council Chamber at the Municipal Center, located  at 2000 E. Princeton Dr. Princeton, Texas 75407.  The following City Councimembers were present: Mayor Brianna Chacon, Mayor  Pro Tempore Steven Deffibaugh, Councimember Bryan Washington, Councilmember Ben Long, Councilmember Ryan Gerfers, and Councimember David Kleiber, and Councimember Carolyn David-Graves who arrived at 5:04 p.m. The following City Councimembers were absent: Councimember Marlo Obera. The following Staff Members were present: City Manager Michael Mashburn, City Secretary Amber Anderson, Parks and Rec Director Chase Bryant, City Attorney GrantLowry, Library Director Glenda Puckett, Executive Admin Supervisor Tiffany West, Officer Scott, Officer Quimbey, Public Works Director Tommy Mapp, Director of Development Craig Fisher, Director of Marketing and Communications Erin Mudie, Finance Director Sophie Packard, Fire Marshall Jerry Miller, Deputy Fire Chief Gammons, IT Director Rick Irvine, Battalion Chief Blake Carroll, and Employee  Experience Director Fallan Carrillo  Mayor Chacôn called the City Pre-Council Meeting to order at 4:33 p.m.  1    Mayor Chacôn called roll, present were Councimembers: Mayor Pro Tempore Steven Deffibaugh, Bryan Washington, Ryan Gerfers, and Ben Long. Councimember Carolyn David-Graves arrived to the meeting at 5:04 p.m. Mayor Chacon announced the first item under Work Session Agenda B.1 2024- 207: Presentation and discussion of roadway projects, as presented by Director of  Public Works, Tommy Mapp. No Action.  Mayor Chacôn announced Executive Session: Under terms of Chapter 551 of Texas Government Code the City Council may enter into CLOSED SESSION or Executive Session to discuss the following: Section 551.071 (2) Texas Government Code. Consultation with the City Attorney on pending or contemplated litigation, a settlement offer, or on a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with this chapter on any agenda item listed elsewhere within  this agenda, and/or the subject matter listed below.  Discuss KPI's Section  551.072, Texas Government Code. Deliberation Regarding Real Property; Closed Meeting. A governmental body may conduct a closed meeting to deliberate the purchase, exchange, lease, or value of real property if deliberation in an open meeting would have a detrimental effect on the position of the governmental body in  negotiations with a third person. G.2 2024-10-15- R: Consider approving Resolution No. 2024-10-15-R, a request from Jimmy and Mary Crank to remove a tract of land from the Cit/sextrateritorial jurisdiction, said property being 28.552 acres of land situated in the David Van Winkle Survey, Abstract No. 936, Collin County, Texas; and take appropriate action. G.3 2024-10-15-R01: Consider approving Resolution No. 2024-10-15-R01, a request from Joseph and Darka Cruz to remove a tract of land from the City's extraterritorial jurisdiction, said property being 4.004 acres of land situated in the Issac Walters Survey, Abstract No. 950, Collin County, Texas; and take appropriate action. 642024-10-15-R02: Consider approving  4    Resolution No. 2024-10-15-R02, a request from James and Cynthia Koch to remove a tract of land from the City's extraterritorial jurisdiction, said property being 6.2 acres of land situated in the M.H. Langford Survey, Abstract No. 520, Collin County, Texas; and take appropriate action. 6.52024-10-15-R03: Consider approving Resolution No. 2024- 10-15-R03, a request from Clifford Murphy to remove a tract of land from the City's extraterritorial jurisdiction, said property being 40.02 acres of land situated in the M.H. Langford Survey, Abstract No. 520, Collin County, Texas; and take appropriate action. G.6 2024-10-15-R04: Consider approving Resolution No. 2024-10-15-R04, a request from Jeffrey Maria Ray to remove a tract of land from the City's extraterritorial jurisdiction, said property being 4.625 acres of land situated in the David Van Winkle Survey, Abstract No. 936, Collin County, Texas; and take appropriate action. G.7 2024-10-15-R05: Consider approving Resolution No. 2024-10-15-R05, a request from Timothy and Sue Ann Gilbert to remove a tract of land from the City's  extraterritorial jurisdiction, said property being 45.74 acres of land situated in the David Van Winkle Survey, Abstract No. 936, Collin County, Texas; and take appropriate action. G.8 2024-10-15-R09: Consider approving Resolution No. 2024-10-15-R09, approving a Professional Services Agreement for Municipal Court Judge Services with Dana D. Huffman; and take appropriate action. G.9 ORD-2024-10-15-01: Consider approving Ordinance No. 2024-10-15-01, appointing Dana D. Huffman as Presiding Judge of the Municipal Court; and take appropriate action. G.10 2024-10-15-R08: Consider approving Resolution No. 2024-10-15-R08, Princeton Police Vehicle Financing, previously approved in February but has expired; and take appropriate action. Mayor Pro Tempore Steven Deffibaugh made a motion to approve.  5    Councilmember Ben Long seconded the motion to approve. The motion carried 6-  0.  Mayor Chacôn announced the Ceremonial Items: H.1 2024-206: Proclamation recognizing October 6-12 as Fire Prevention Week in the City of Princeton. No Action. Mayor Chacôn announced that Council will not be going into Executive Session. Mayor Chacon announced the first item under Special Agenda K.1 2024-10-15-R06: Consider approving Resolution No. 2024-10-15-R06, Princeton Fire Communications Infrastructure Project Related to American Rescue Plan Act (ARPA) Funds; and take appropriate action. Mayor Pro Tempore Steven Defibaugh made a motion to approve. Councimember Bryan Washington seconded the motion to approve. The  motion carried 6-0.  Mayor Chacon announced the second item under Special Agenda K.2 2024-10-15- R07: Consider approving Resolution No. 2024-10-15-R07, Approving the Expenditure of American Rescue Plan Act (ARPA) Funds on Communication Tools for the Princeton Police Department; and take appropriate action. Mayor Pro Tempore Steven Deffibaugh made a motion to approve. Councimember Carolyn David-Graves  seconded the motion to approve. The motion carried 6-0. Councimember Bryan Washington made a motion to approve. Mayor Pro Tempore Steven Deffibaugh seconded the motion to  approve. The motion carried 6-0.  Mayor Chacon announced the fourth item under Special Agenda K.4 2024-208: Consider approving Millicent Poole's voluntary resignation from the Princeton Library Board, Place 7; and take appropriate action. Mayor Pro Tempore Steven Deffibaugh made a motion to approve. Councimember Bryan Washington seconded the  motion to approve. The motion carried 6-0.  7    Mayor Chacon announced the fifth item under Special Agenda K.5 2024-215: Consider approving Dylan Dupre's voluntary resignation from the Princeton Zoning Board of Adjustments, Place 5; and take appropriate action. Mayor Pro Tempore Steven Deffibaugh made a motion to approve. Councilmember Bryan Washington  seconded the motion to approve. The motion carried 6-0.  Mayor Chacôn announced the sixth item under Special Agenda K.6 2024-209: Consider approving a request for items to be placed on a future agenda and NOT for  discussion of these requests.  Mayor Pro Tempore Steven Deffibaugh requested we provide a presentation on  the permitting process.  Mayor Chacon announced the Report Agenda:  1) State of the City Address Fair, Wednesday, October 16, 2024 @ 6:00P.M. 2) Next City Council Meeting, Monday, October 28, 2024 @ 6:30 P.M.
