The following City Councimembers were present: Mayor Brianna Chacon, Mayor Pro Tempore Steven Deffibaugh, Councimember Bryan Washington, Councilmember Ben Long, Councilmember Ryan Gerfers, and Councimember David Kleiber, and Councimember Carolyn David-Graves who arrived at 5:04 p.m. The following City Councimembers were absent: Councimember Marlo Obera. Councimember Carolyn David-Graves arrived to the meeting at 5:04 p.m. Mayor Chacon announced the first item under Work Session Agenda B.1 2024- 207: Presentation and discussion of roadway projects, as presented by Director of Public Works, Tommy Mapp. No Action. Mayor Chacôn announced Executive Session: Under terms of Chapter 551 of Texas Government Code the City Council may enter into CLOSED SESSION or Executive Session to discuss the following: Section 551.071 (2) Texas Government Code. Consultation with the City Attorney on pending or contemplated litigation, a settlement offer, or on a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with this chapter on any agenda item listed elsewhere within this agenda, and/or the subject matter listed below. Discuss KPI's Section 551.072, Texas Government Code. Deliberation Regarding Real Property; Closed Meeting. A governmental body may conduct a closed meeting to deliberate the purchase, exchange, lease, or value of real property if deliberation in an open meeting would have a detrimental effect on the position of the governmental body in negotiations with a third person. Mayor Chacôn announced the sixth item under Special Agenda K.6 2024-209: Consider approving a request for items to be placed on a future agenda and NOT for discussion of these requests.
