Special Called City Council Meeting Minutes  August 14, 2024 7:00 p.m.  1. Call to order and announce quorum is present.  Mayor Cardwell called the meeting to order at 7:00 pm and announced a quorum was present. Those present were Mayor Pro Tem Christopher Raines, Councilmember Nathanial Butler, Councilmember Jennifer Hill, City Secretary Jenni Moore, City Admin Staff Brittany  Mayhue, and Code Enforcement Officer Devon Kennedy. 2. Pledge of allegiance and invocation.  Mayor Pro Tem Raines led the invocation and Councilmember Hill led the invocation.  3. Mayor's update. There was no Mayor update. 4. Public Comments. There were no public comments.  5. Consider and act on the following items: A. Council Meeting Minutes for July 18, 2024. B.E Budget Meeting Minutes for. July 18, 2024. C.A Accounts Payable for July 2024. D.F Financial Statements for July. Public Works for. July.  E.S Staff Reports - Municipal Court, Building Permits, Code Enforcement, and Councitmember Hill motioned to approve A through D as a whole. Councilmember Butler 6. Discussion, consideration and action on the 2021-2022 Annual Audit. Matt with MWH Consulting Group provided the council with the breakdown of the 2021- 2022 annual audit. Councimember Hill made a motion to accept the 2021-2022 annual audit report. Councilmember Butler second the motion. All approved. Motion was passed. 7. Discuss and act on a Special Event Permit for Cruisin' Days 2024. No one was able to present the information, however all paperwork was submitted and this is an annual event. Councimember Hill made a motion to approve the special event permit for Cruisin' Days 2024. Mayor Pro Tem second the motion. All approved. Motion 8. Discussion with Syed Khan regarding possible development of 8-unit Abdul Kayal is the partner of Syed Khan and stood in as Syed Khan was unavailable to present. 8-unit complex with 2 bedroom and 1-2-Dathroom apartments. Code Enforcement Kennedy shared that it is zoned correctly at this time and that he has been working with Mr. Khan to ensure it meets all requirements regarding setbacks and  second the motion. AlL approved. Motion was passed.  was passed.  apartment building at Central and Berke.  1    zoning. 800-1000 square feet per unit. The purposed rent will be in the range of $1250- $1400 monthly. Mayor Pro Tem Raines recommended considering making  accommodations to avoid flooding. No action taken.  9. Meeting Adjourn.  Mayor Pro Tem Raines adjourned the meeting at 7:21 pm.
