City of Hawkins City Council Minutes September 16,2024  GITYOFHAWKINS  HAWH Na  On this day September 16, 2024, at 6:00 pm, Mayor Debbie Rushing called a Regular City Council Meeting to order with council members Greg Branson, Eric Maloy, Eleta Taylor, Clara Kay, and Meredith Hancock. The department heads present were Norma Hallmark, Ty Musick, Mike Maberry and Mandy Thomas. Paul Holland  was not present.  Councilmember Clara Kay gave the invocation. U.S. Pledge ofA Allegiance was led by Mayor Deb Rushing.  Mayor Deb Rushing let the citizens on the speaking list discuss items on1 the agenda.  Councimember Greg Branson made ai motion to approve the Interlocal Contact for City 911 Database Maintenance between the City ofHawkins and East Texas Council of Governments; seconded by  Councilmember Meredith Hancock. The motion passed.  Councilmember Clara Kay made ai motion to approve the garbage rate increase of 5% per Consumer price Index with the Solid Waste Collection and Disposal. Councilmember Eleta Taylor seconded the motion. The motion Councilmember Greg Branson made a motion to approve Jesse Casey for Texas Municipal League Region 15 Councilmember Clara Kay made ai motion to approve the Consent Agenda which consists of minutes from August 19,2024, Regular City Council Meeting and the Financial Reports. Councilmember Meredith Hancock seconded the Councilmember Eric Maloy made ai motion to approve the Departmental Monthly Reports; seconded by Mayor Deb Rushing opened a public hearing for the Budget Fiscal year 2024-2025. Councilmember Clara Kay seconded the motion. The called votes as follows: Councilmembers Greg Branson- Yes; Eleta Taylor- Yes; Eric Maloy-Yes; Clara Kay- Yes and Mayor Deb Rushing opened a public hearing for the property tax rate for the fiscal year 2024-2025. No citizen Councilmember Clara Kay made ai motion to approve the Ordinance 2024-1609 final adoption and setting the tax rate for fiscal year 2024-2025 at $0.8433 per $100 valuation; Seconded by Councilmember Meredith Hancock.
