PRELIMINARY MATTERS Mayor Overstreet called the meeting to order at 6:00 p.m. Councilmembers Coleman Strickland, Russell Chandler, Ted Wagner, Mike Henry and Lance Hudson were in attendance. City staff members in attendance were City Manager, Ben White; City Secretary, Tabatha Monk; Finance Director, Daphne Hamlin; Police Officer Redding; Fire Chief, Greg Massey (as well as members of the Farmersville FD); Warrant Officer, Rick Ranspot; Development Platting, Tech., Prayer was led by Councilmember, Mike Henry and the pledges to the United Mayor Overstreet announced Russell Chandler as the person appointed to fill the vacancy and the remainder of the Council term left by the resignation of Terry Williams. Mayor Overstreet gave a brief background of Mr. Chandler's experience and thanked him for his service in the past and his willingness to serve again. Mrs. Monk swore in Mr. Chandler as City Councimember, Place 2. The board awarded a business development grant to Campfire Counseling, they have purchased a building or are improving it. They also discussed at length fire suppression grant guidelines; they are looking at possibly providing guidelines for the internal part of the buildings. They discussed the guidelines and a sample agreement for the fire suppression grants, looked at amounts and things like that. They also had a discussion regarding their website development and updating a signage committee.) Regarding the statement made that reannexing the trail to prevent Merit from incorporating was not anyone's intention. Councilmember Henry states his intention was to have it in the City limits as part of the City property. With that said, Councimember Henry stated he is probably going to go against the Council here, but he is going to speak openly. Ms. Hamlin said this is a great benefit when recruiting new employees and retaining current employees. Mayor said it is a start, not the end all to be all, but a good start to inventorying all of our assets, seeing the publics input, the Council's input on the things they would like to see and the vision they have of the Parks Master Plan. Mayor said that he applauds Kimley-Horn for the work they put out and he thinks it will help us as we go forward in an attempt to obtain grants and other funding sources. CITY OF FARMERSVILLE ORDINANCE # 0-2024-1104-001 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FARMERSVILLE, TEXAS, AUTHORIZING A CERTAIN BUDGET AMENDMENT PERTAINING TO THE FISCAL YEAR: 2024-2025 BUDGET FOR THEI FARMERSVILLE D ECONOMIC DEVELOPMENT WHEREAS, the City of Farmersville, Texas is a Home-Rule Municipality located in Collin County, possessing the full power of local self-government pursuant to Article XI, Section 5 of the Texas Constitution, Section 51.072 of Texas Local Government Code, and its WHEREAS, the City Council previously approved the project list and budget for the Farmersville Economic Development Corporation ("FEDC") for its Fiscal Year 2024 = WHEREAS, the FEDC desires to amend and has voted affirmatively to amend its project plan and budget to include additional funds of$ $123,880.00 in its FEDC's Fiscal Year 2024 - 2025 for Fire Suppression Systems Program on Commercial and Retail Buildings; and, WHEREAS, the City Council has determined that it is in the best interest of the City to approve the amendment of the FEDC's Fiscal Year 2024 - 2025 budget regarding the Fire Suppression Systems Program as more particularly identified in Exhibit"A/'attached hereto and incorporated herein by reference for all purposes allowed by law. NOW THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPORATION; AND PROVIDING FOR AN EFFECTIVE DATE. Home Rule Charter; and 2025; and FARMERSVILLE, TEXAS, THAT: SECTION 1. INCORPORATION OF FINDINGS The findings set forth above are found to be true and correct legislative and factual determinations oft the City of Farmersville and are hereby approved and incorporated into the body of this Ordinance and made a part hereof for all purposes as if fully set forth herein. SECTION 2. BUDGET AMENDMENT ADOPTION From and after the effective date of this Ordinance, the amendments to the budget of the Farmersville Economic Development Corporation for the Fiscal Year 2024 - 2025 that are attached hereto as Exhibit "A" and incorporated herein by reference are hereby approved for Fiscal Year 2024 = 2025 is hereby accordingly sO amended with all other provisions of the Farmersville Economic Development Corporation Budget remaining the same and the amended budget of the Farmersville Economic Development Corporation for Fiscal Year 2024 - 2025 being hereby adopted. ORDINANCE # 0-2024-1104-001 Page 1 SECTION 3. SEVERABILITY Itis hereby declared to be the intention of the City Council that the several provisions of this Ordinance are severable, and if any court of competent jurisdiction shall judge any provisions of this Ordinance to be illegal, invalid, or unenforceable, such judgment shall not affect any other provisions of this Ordinance which are not specifically designated as being illegal, invalid or unenforceable. SECTION 4. REPEALER This Ordinance shall be cumulative of all other Ordinances, resolutions, and/or policies of the City, whether written or otherwise, and shall not repeal any of the provisions of those ordinances except in those instances where the provisions oft those ordinances are inc direct conflict with the provisions ofthis Ordinance. Any and all ordinances, resolutions, andlor policies of the City, whether written or otherwise, which are in any manner in conflict with or inconsistent with this Ordinance shall be and are hereby repealed to the extent of such conflict and/or inconsistency. SECTION 5. ENGROSSMENT AND ENROLLMENT The City Secretary oft the City of Farmersville is hereby directed to engross and enroll this Ordinance by copying the exact Caption and the Effective Date clause in the minutes of the City Council of the City of Farmersville and by filing this Ordinance in the Ordinance records of the City. SECTION 6. SAVINGS All rights and remedies of the City of Farmersville are expressly saved as to any and all violations of the provisions of any Ordinances which have accrued at the time of the effective date of this Ordinance; and, as to such accrued violations and all pending litigation, both civil and criminal, whether pending in court or not, under such Ordinances, same shall not be affected by this Ordinance but may be prosecuted until final disposition by the courts. SECTION 7. EFFECTIVE DATE This Ordinance shall take effect immediately upon its adoption and publication in accordance with and as provided by Texas law. PRELIMINARY MATTERS The meeting was called to order at 6 p.m. Present were board members Matt Crowder, Elise Bobitt, Randy Rice, Doug Laube and Zane Clay and Executive Director Rodney Also present were guests Christi Houston, Ben White and Randy Smith. Houston introduced herself as the new director of the Farmersville Chamber of Commerce and invited the board and public to Business After Hours on Thursday, Matt Crowder announced that the board had received an invitation to attend the Farmersville High School ribbon cutting ceremony on Saturday, October 19 at 11 a.m. II. PUBLIC COMMENT ON AGENDA ITEMS (FOR NON-PUBLIC HEARING AGENDA Williams. September 26 at Market Affair. ITEM) City Manager Ben White spoke in support of the regular agenda item proposing a program to assist commercial and retail building owners with the installation ofi fire suppression systems. White spoke of the cost to business owners to fire suppress their buildings and the importance oft the program in starting to make all downtown buildings safer. White stated that ift the EDC board were to approve a program to cover the cost of fire suppression installation for these building owners, he would meet with the TIRZ board regarding covering the cost of public infrastructure to support the suppression systems. III. CONSENT AGENDA A. FEDC meeting minutes for August 22, 2024 B. Financial statement for August 2024 Randy Rice made a motion to approve the minutes as presented with asecond from Elise Bobitt. The motion passed unanimously, 5-0. IV. REGULARAGENDA A. Discuss/act upon program to assist commercial and retail property owners with Rodney Williams presented and recommended the formation of a program to cover the cost ofi installing fire suppression systems in Farmersville buildings to aid business owners in getting their buildings ready for new business. Matt Crowder spoke about the requirements for fire suppression in commercial buildings. Crowder stressed tot the board that these requirements are not stemming from the City but rather from Collin County in regard to the International Fire Code. Elise Bobitt added her own experiences with having to install fire suppression as a downtown building owner. The board discussed conditions and parameters for the program and will continue to define these at the next regular meeting. Williams added that he is waiting on a draft performance agreement from the attorney and should be able to present that at the next regular meeting. He also stated that he would need to request a budget amendment tot fund the program, and Crowder suggested moving the newly approved Elise Bobitt made a motion to approve the formation of a program to fund fire suppression systems for commercial and retail building owners and authorized Rodney' Williams to request a budget amendment in the amount of $123,880 from the city council to fund the program. Doug Laube seconded the motion, and it passed B. Discuss/act upon executing a Performance. Agreement with Matt Crowder, 119S. Main Zane Clay made a motion tot table this item with as second from Elise Bobitt. The motion Matt Crowder updated the board on the budget being approved by the city council. Rodney Williams added that Crowder did a good job presenting the budget to Council. Matt Crowder discussed the kickoff meeting with EDSuite held the day prior and that itv went well. Doug Laube added that is should be an interesting process. Rodney Williams stated that he is waiting on the Chamber of Commerce's selection for the committee but will regardless email members on Monday to set up a meeting. Matt Crowder thanked Doug Laube for being the 4B representative. Rodney' Williams presented a request from Impact Datasource int the amount of $5,000 for an impact report generated for Project Prairie Dog. Matt Crowder said that there was some good data int the report.
