PLANNING COMMISSION CIP COMMITTEE WORK SESSION MINUTES MARCH: 29, 2024 11:00 AM FXBG City of Fredericksburg Community Planning & Building MEMBERS Mary-Margaret Marshall Kenneth Gantt Adam Lynch CITYSTAFF Mike Craig, Principal Planner Tanagra Cafferky, Administrative Assistant At 11:00 a.m. on Thursday, March 29, 2024, the Capital Improvement Plan (CIP) Committee of the Planning Commission, Ms. Mary-Margaret Marshall (remote), Mr. Ken Gantt (remote), and Mr. Adam Lynch (remote), met with the Planning Staffa at 601 Caroline Street, Suite 400, to discuss the City Manager's proposed FY2025 CIP Budget. Prior to this meeting, on March 27, 2024, the Planning Commission held a Supplementary Meeting to discuss the proposed FY2025 Capital Improvement Plan. The purpose of today's CIP Committee is to complete a draft letter to the The committee discussed what should be in the Planning Commission response letter to City Council about the proposed FY2025 CIP Budget. Discussion included capacity expansion The committee then focused on the Planning Commission's November CIP recommendations City Manager/Council on the proposed CIP. programs for the schools, utilities, and publicsafety. including the following items: Traceability of projects Investment in the public right-of-way Future planning efforts thoroughtares and 'gateways" like the "Visitor Center Connector Path" Partnering with organizations like Main Street if they are able to take on smaller projects Preserving and restoring historic resources Citywide including the Downman House and Canal Street Wharf presematon/mtepretaton projects. Expanding the Fredericksburg national Register Historic District and partnership with the Fredericksburg Area Museum Identifying carry-over projectsandcreating: an appendix of Land Uset tos seefutureprojects Suggestion of formation of a PC Committee to look at individual projects and graphs or Suggestion to codify street paving and to set at timeline including a mid-fiscal year update on the "Auction Block site" on Charles and William Streets. other project tracing on outlined paving projects Suggestion of having the PC tour an existing Data Center in' Virginia The meeting concluded at 12:00 p.m. Susanna Finn, Vice-Chairman Saulin
