This event will take place on October 26, 2024, at Greensville County High School with visitors traveling from as far as New York. Mr. Porter works with Greensvile/Emporia youth to prevent violence before it occurs, provide a safe and structured environment, and promote personal, social, family and life skills. 6 Mr. Gary Cifers, added that from information received, a local company has also committed to give $2,500.00 towards this event, as well as, a verbal confirmation from the City of Emporia that they are planning to contribute $2,500.00. from the area participated and won their matches. In their NROD application, Vulcan is asking for two exceptions to the requirements ofthe (Application is included as Attachment "A"). NROD'si regulations: 1. Vulcan is seeking relief from Section 11-11 (Dust Control) regarding the Main Access Road design at SR 650 (Quarry Road). Section 11-11 of the NROD district requires that "each main access road shall be. surface-treated with concrete or asphaltj for a distance ofhvo hundred (200), feet) from the point ofi its connection with aj public road. Elsewhere within the NROD ared, all roads, whether they be secondary access roads or interior surface roads, shall be surface-treatedi in a manner which will eliminate, or reduce to a diminimous level, dust generated thereon. The. surface treatment utilized, for secondary access. roads and interior service roads may be the watering thereof or may be any other laful and effective means oftreatmen!". Vulcan is currently working with the Virginia Department of Transportation with an alternative pavement design. 2. As is consistent with its current permit requirements and operational practices, Vulcan will continue to mine, extract and process construction aggregates as demonstrated in more than 100 years ofa an operation that is compatible with adjacent land exceptions noted above. uses. ZONING ORDINANCE The Greensville County Zoning Ordinance enables property owners, lessees or optionees to apply for designation of certain property as al Natural Resource Overlay District (NROD). In order to have al NROD designation, the applicant must comply with all terms and conditions of the NROD as outlined in the Zoning Ordinance (See Attachment "B"). Iti is intended that the overlay district permit activities such as mining, regulate the conduct ofs such activity, and accomplish both in ai manner promoting the general health, safety, and welfare of Greensville County citizens, in a manner consistent with the Greensville County Comprehensive Plan. The surface removal (i.e., not underground mining) of soil, sand, gravel, stone or other minerals by excavating, stripping, dredging, quarrying or other similar mining operation are permitted in the NROD District without a Special Use Permit. Accessory uses reasonably and necessarily required as an accessory to the permitted uses, including, but not exclusively, washing, grading, sorting, blasting, grinding and stockpiling operations do not require a Special Use Permit. All such accessory operations which can be located at the site oft the primary operation shall be: sO located. Those accessory operations which cannot be SO located (e.g.: water delivery lines) shall be located sO as to avoid adverse impact upon the health, safety and welfare of the public. The properties that are the subject ofthis request currently consist of 8 parcels of property that total 304.6 acres of land. All properties that are included in the applicant's application as well as surrounding properties are located within an A-1, Agricultural Zoning District. The properties across SR 650 (Quarry Road) are owned by the applicant Vulcan and are zoned M-1: Industrial. The Agricultural District covers the largest portion oft the County which is presently occupied by farms, forests, conservation areas and other types ofrural uses. The. Agricultural Zoning District is designed to protect these existing conditions and to encourage only that future development which promotes the preservation of the rural qualities oft the County. In addition, selected businesses and industrial uses may be permitted ini the district but only when the governing body finds that such development not only enables the rural characteristics oft the County to be maintained but is in harmony with the economic development objectives of the County. Article 12 ofThe Greensville County Zoning Ordinance requires Vulcan to submit a Site Plan for the proposed expansion project. The Site Plan will be reviewed by the Planning Department as well as the Virginia Department ofTransportation. This review process will ensure that VDOT'srequirements that result from the Traffic Impact Analysis are implemented as intended. The review process will also ensure that the NROD requirements such as setbacks, screening, roadside landscaping, fencing, etc. are met. COMPREHENSIVE PLAN The subject properties are located in a Rural Area on the Comprehensive Plans Future Land Use Plan (See Attachment "C")Iti is the intent of the Land Use Plan and the general policy of the County for the Rural Development Area to maintain its agricultural and rural development qualities. This general policy is intended to be implemented through specific policies for residential, commercial, industrial, agricultural conservation and environmental issues. The Land Use Chapter (Chapter 9) of the Comprehensive Plan speaks specifically about Mining and Extraction Establishment and provides land use determinants, primary land use types, and design principles to ensure proper siting ofmining type facilities. See excerpt below from Chapter 9: Mining and Mining Extraction Establishment: Mining and Extraction Establishment Mining operations have been located in the countyfor many. years. Over time, these operations have reduced their capacity, and in some cases, ceased operation. For example, the lluka Resources Brink Mine for titanium is now completing the decommissioning, phase and is no longer categorized as a mining establishment in the future land use map. The. Land Use Plan allowsf for small growth of the existing mines in Greensville County. Line. As a result, the eastern portions of the county are dominated byformations that are mostlysand, gravel, silt, and clay. In the western portions of the county, volcanici rock and metamorphic minerals form the bedrock along with smaller amounts of sand and. silt. In the middle of the county along the ancient Atlantic Ocean shoreline is ai mix ofsand and granite that contains various. rare heavy minerals as ai result of deposits that collected over millions ofyears as large rivers drained into the ared. Consequently, mining has more recently become a component ofthe local economy as the local geology has been) fiurther studied. Early mining operations in the county primarily. focused on clay. Today, the Skippers Quary is the only operational. mine in the county. The quarry, which has been in operation for over 30 years, is operated by Vulcan Materials and mines crushed stone from granite deposits. for roads and the construction industry. The other major mining operation in the county in Brink ceased ini late 2015. Operated by Iluka Resources, the Brink Mine was a. strip mine for heavy mineral. sands and. specifically titanium and: zirconium that was originally commissioned in 2009.
