Councilmember Chiavacci and Councimember Gilbert were absent. Staff Present: City Clerk Barber, Director of Housing Services Brown, Director of Community Planning and Development Depo, City Administrator Imhulse, Chief of Police Ledwell, City Attorney Levan, STATEMENT FOR THE RECORD = CLOSED MEETING OF THURSDAY, SEPTEMBER 19, 2024 Council President Pecoraro stated in accordance with the General Provisions Article, Section 3- 306(c)(2) of the Annotated Code of Maryland, and without objection it is noted that the minutes of tonight's meeting reflect that Common Council met in a Closed Meeting on Thursday, September 19, 2024, at 4:47 p.m. pursuant to General Provision Art., Section 3-305(b)(1) to discuss the appointment, employment, assignment, promotion, discipline, demotion, compensation, removal, resignation, or performance evaluation of appointees, employees, or officials over whom this public body has jurisdiction; any other personnel matter that affects one or more specific individuals, and Section 3- Director of Technology Services Moore, and Director of Public Works Summerhill. 305(b)(7) to consult with counsel to obtain legal advice. The Closed Meeting adjourned at 4:55 p.m. MCDANIEL COLLEGE UPDATE Mr. Jeremy Shepard, Director of Athletics with McDaniel College provided an update from McDaniel College. Mr. Shepard highlighted the upcoming Trick or Terror Event at McDaniel College on Friday, October 24, 2024, from 6:30 p.m. until 8:30 p.m. at Gill Stadium at the college. APPROVAL OF MINUTES AI motion was made by Councimember Hoff and seconded by Councilmember Dayhoff to approve the Mayor and Common Council Closed Meeting minutes of September 9, 2024; the Mayor and Common Council Work Session Meeting minutes of September 16, 2024; the Mayor and Common Council Special Council Meeting minutes of September 19, 2024; the Mayor and Common Council Closed Meeting minutes of September 19, 2024, and the Mayor and Common Council Meeting minutes of 1 September 23, 2024. Councimember Hoff requested a correction to the Mayor and Common Council Meeting minutes of September 23, 2024, which was accepted and will be corrected by City Clerk Barber on the official minutes. COMMITTEE APPOINTMENT Richard Huss - Board of Zoning Appeals for a three-year term ending on October 14, 2027. Councimember Hoffr motioned, seconded by Councimember Dayhoff to accept thel Mayor's nomination fora appointment of Mr. Richard Huss to the City of Westminster's Board of Zoning Appeals Commission VOTE NAYS: None. CONSENT CALENDAR AYES: Councimember Dayhoff, Councimember Hoff, and Council President Pecoraro. Ar motion was made by Councimember Hoff and seconded by Councimember Dayhoff to approve the Consent Calendar, which consisted oft the following: Approval of Public Works Agreement No. A-1169, for Stormwater Management at McDaniel College for the Harvey Stone Pavilion Project. AYES: Councilmember Dayhoff, Councilmember Hoff, and Council President Pecoraro. VOTE NAYS: None. REPORTS FROM THE MAYOR Mayor Becker noted her attendance at numerous meeting and events. Mayor Becker provided highlights from Maryland Secretary of Housing and Community Development Jake Day's visit to the City of Westminster on Tuesday, October 8, 2024. Mayor Becker closed her report by noting the wonderful Oyster Stroll event held on Saturday, October 12, 2024, and thanked all those involved in making it such a great event. REPORTS FROM COMMITTEES There were no reports from committees given at the meeting. COUNCIL COMMENTS AND DISCUSSION Councilmember Hoff provided the highlights on a Maryland Municipal League meeting he attended. BIDS recently Councimember Hoff closed by commenting on the City's recently held Oyster Stroll event held on Saturday, October 12, 2024, and that it was such a great event. Award of Contract to CJ Miller, LLC of Hampstead, Maryland in the Amount not to Exceed A motion was made by Councilmember Hoff and seconded by Councimember Dayhoff to approve the award of a contract to CJ Miller, LLC of Hampstead, Maryland in the amount not to exceed $3,125,957.60 for Roadway Paving Services. Director of Public Works Summerhill provided the staff report on the item. Director of Public Works Summerhill and City Administrator Imhulse responded to $3,125,957.60 for Roadway Paving Services questions of clarification given by the Mayor and Common Council on the item. 2 VOTE NAYS: None. Award of Contract to SFMS, Inc of Bethesda, Maryland in the Amount not to Exceed $240,000.00 Ar motion was made by Councimember Hoff and seconded by Councilmember Dayhoff to approve the award of a contract to SFMS, Inc of Bethesda, Maryland in the amount not to exceed $240,000.00 for ADA Ramps and Sidewalk Retrofit Services. Director of Public Works Summerhill provided the staff report on the item. Director of Public Works Summerhill and City Administrator Imhulse responded to for ADA Ramps and Sidewalk Retrofit Services questions of clarification given by the Common Council on the item. DEPARTMENTAL REPORTS Department of Recreation and Parks City Administrator Imhulse on behalf of Director of Recreation and Parks Gruber mentioned the upcoming City of Westminster's Spooky Saturday event scheduled for Saturday, October 26, 2024, from 3:00 p.m. until 6:00 p.m. along Main Street. City Administrator Imhulse noted that the Recreation and Parks Department are also preparing for the Miracle on Main Street event scheduled for Saturday, Director of Housing Service Brown provided an update on the City's Housing Voucher Program. Director of Housing Services Brown thanked the department's staff for all their work in achieving High Performer status under HUD's Section Eight Management. Assessment Program for the period ending Director of Public' Works Summerhill noted and thank staff members oft the departments under the Public Director of Technology Services Moore provided an update on the numerous projects the department November 30, 2024. Community Planning and Development Director of Community Planning and Development Depo noted that on October 1, 2024, the Board of Zoning Appeals approved BZA Case No: 24-07, a' Variance Appeal application by Marta Coursey ('the Applicant"), requesting a 105 feet variance from the 300 feet distance requirement of City of Westminster Zoning Ordinance Section 164-58 at Lot 5A (SDAT #07-151039) located on Kriders Church Road in' Westminster, Maryland for Site Plan S-18-0037, My K-91 Buddy. 3 Director of Community Planning and Development Depo also noted that on October2 2, 2024, the Historic District Commission: Reviewed the proposed painting of the brick building and new exterior building mounted lighting at 56 West Main Street and provided a recommendation of approval to the Planning and Zoning Commission; Approved Review façade improvement and tax credit applications for 60, 62- 64 and 66-68 West Main Street; and discussed the Historic District Inventory Project and the Nation's Director of Community Planning and Development Depo closed his report by noting that on October 17, 2024, the Planning and Zoning Commission is scheduled tol hold a public hearing for the Willows project (40 2-over-2 market rate rental units), located northeast of the Pennsylvania Avenue/Sullvan Road and hold a work session for the A1 Urban Living Condominium, aka the Sunny Place Condos project (3- Story: 48 market rate condos and 4-Story: 64 market rate condos) located at 222 East Green Street. Director of Community Planning and Development Depo noted that the Planning and Zoning Commission held a public hearing for the A1 Urban Living Condominium on September 19, 2024, and left the record open until 5:00 p.m. on September 30, 2024, and voted to forward LMA 24-02 to ai future work session. Director of Community Planning and Development Depo also noted that the Department of Community Planning and Development had received an additional public comment on September 250th Anniversary. 23, 2024. Finance Department on the FY24 Audit. City Administrator Imhulse on behalf of Director of Finance Rodgers noted the department is working Chief of Police Ledwell noted that on October 5, 2023, he attended the St. John Catholic Church Annual "Blue Mass" held in honor of Carroll County First Responders and delivered the keynote remarks to the congregation. Chief of Police Ledwell also noted that on October 9, 2024, PFC Frank received the 2024 Third Quarter "Police Officer of the Quarter" designation and Administrative Assistant Quick received Westminster Police Department (WPD) the 2024 Third Quarter "Civilian Employee of the Quarter" designation. Council President Pecoraro advised that residents may submit any comments to the following email address: metsesiminstmioe He noted that all emails received would be shared with the Mr. Tim Lebo, 10 East Main, addressed the Common Council, thanked the Police Department and Department of Public Works Department for their work in the City. Mr. Lebo noted concern with a damaged fence on his property near the graveyard.
