Regular Meeting Minutes The meeting of the Pocomoke City Mayor and Council was held in Council Chambers on Monday, October 7, 2024. The meeting was called to order at 6:30 pm. Present: Councilwoman Monda Marsh Council Members: R. Scott Holland, C.L. Marshall, Diane Downing, B. Cottman City Manager: John Barkley Attorney: Andrew Illuminati City Clerk: Melinda Stafford Pledge of Allegiance. Prayer by Councilmember Cottman and Call to Order Approval of Minutes from Meeting of September 9 and September 16, 2024 Holland and seconded by Councilman Marshall. Both motions pass. Motion to approve the minutes of September 9, 2024 by Councilwoman Downing and seconded by Councilwoman Cottman. Motion to approve the minutes of September 16, 2024 by Councilman Review and Approval Current Bill List Marshall. Motion passes Motion to approve current bill list made by Councilwoman Downing, seconded by Councilman Ethics Committee - Swearing in of Officers The item was tabled due to everyone not being at the meeting. Motion to table made by Councilwoman Marsh, seconded by Councilwoman Cottman. Motion passes. Comments a. Comments from the City Council Members 1. Councilwoman Downing - Thank you to the nominees for coming out. aid the people affected by the hurricane. It was good to see. 2. Councilman Marshall - Commend the residents of Pocomoke for the donation of items to help 4. Councilwoman Marsh - Thank you to the nominees of the Ethics Commission that showed up to be sworn in. Thanks to Bill East and City Manager John Barkley for helping to create a 4- way stop sign. Mr. East witnessed the traffic problems while preparing the 4-way stop, the 3- way stop and the additional signs for children at play. She has a goal of 3 things she wanted accomplished and once she has done that, she would be ready to call it quits. There is the Rental program to help clean up the town. The speeding has been addressed. So, the town is 3. Councilman Holland = none making great strides. 5. Councilwoman Cottman - none b. Comments from the Mayor When the stop signs went up there should have been some notice to the residents, Mayor and Council. He stated that before the meeting, he received a call from a resident complaining about speeding in their area and wanted to know what was going to be done about it. Not every area can have a 4-way stop. The Mayor had the esteemed honor of going to the White House to engage in conversation about the expansion of NASA/Wallops Island. There needs to be some meetings to figure out how Pocomoke can be part of this expansion by using the Economic Development Committee. c.Comments from the City Manager Series of works sessions are being planned and dates sent out to Mayor and Council as they deem necessary. Working with Simple fiber to make sure they are cleaning and taking care of their work sites as they come and go. Release of draft Pocomoke City website with possible questionnaire for site improvements. Working with Boarddocs and Civic Plus for meeting management. Mayor asks for update on the Mural as a draft wasn't presented. City Manager will make sure a rendition will be presented. Mayor explains there should be some uniformity to the murals around the City. d. Comments from the Audience Audience member asked question about the expansion as it pertains to commercial contractors. Jacquline, VP of the Sierra Club explains the dangers of plastic pollution in water and how they cause health issues in people. Notify the public of the state-wide bill up for consideration in January.
