NORTHWEST CITY COUNCIL SPECIAL COUNCIL MEETING TUESDAY, NOVEMBER 4, 2019  1:00 PM  ASSEMBLY  The Northwest City Council held their regular meeting on Monday, November 4, 2019, at Present were: Councilmen: Charles Carroll, Haywood Miller, and Councilwoman Sheila Absent were: James Knox, Mayor; Councilmen Aaron Perkins and Michael Troy Also present was: Donna Strickland City Clerk/Finance Officer Mayor Pro-tem, Charles Carroll called the meeting to order. CALL' TOC ORDER & INVOCATION  DISCUSSION & ACTION: ITEMS:  City Clerk, Donna Strickland welcomed everyone, and Councilwoman Sheila Grady  began the presentation describing the changes with the water and sewer.
