CITY OF NORTHWEST SPECIAL COUNCIL MEETING TUESDAYJUNE 16, 2020 6:00 PM  ASSEMBLY  The Northwest City Council held their special meeting on Tuesday, June 16, 2020 at 6:00 Present were: James Knox, Mayor; Councilwoman: Sheila Grady and Councilmen:  PM at the 4889 Vernon Road, Northwest NC.  Charles Carroll, Aaron Perkins, Haywood Miller, Michael Troy.  CALL TO ORDER & INVOCATION  Mayor Knox called the meeting to order at 6:001 PM Councilman Michael Troy gave the invocation. DISCUSSION & ACTION ITEMS A. Purchase of Mini Excavator  Councilman Michael Troy stated that the Mini Excavator presented to Council tonight will cost the City $22,043; this total does include interest which the City can be reimbursed. Councilman Troy stated that the loan cannot be paid off within the first year but after the Councilman Troy stated that he would like Council tol look at a few examples as to how  first year there will be no pre-paid penalty. Council may want toj pay for the Mini-Excavator. Councilman Carroll stated that ift the machine is not heavy  enough it will not be able to grade the roads.  City Council  06/16/2020  1    After discussion,  Councilman Charles Carroll MOVED,SECONDED by Councilwoman Sheila Grady to give authority to Mayor Knox and Councilman Michael Troy to purchase a Mini Excavator for  $30,000 or less. The MOTION CARRIED UNANIMOUSLY.  B.I Budget Amendment-2019-2020  Councilman Charles Carroll MOVED,SECONDED by Councilman Haywood Miller to adopt the Budget Amendment for Powell Bill paying 15,000 and General Fund paying 15,000 for al Mini Excavator as presented. The MOTION CARRIED UNANIMOUSLY. Mayor Knox stated that he and Councilman Troy should be recused from the next item. Councilman Charles Carroll stated that the City had to have a way to move the excavator  from City Hall to wherever there was worked to be done.  After discussion,  Councilman Charles Carroll MOVED, SECONDED by Councilwoman Sheila Grady to have Mayor Knox and Councilman Michael Troy move the Mini Excavator to locations within the City at a cost of $75 per move. The MOTION CARRIED UNANIMOUSLY.  ADJOURNMENT  Councilman Charles Carroll MOVED, SECONDED by Councilman Haywood Miller to adjourn the meeting at 7:02 PM. The MOTION CARRIED UNANIMOUSLY.
