SCHUVLKLLTOWASHP PLANNING COMMISSION MEETING July17, 2024, 7:00 PM MEETING MINUTES Curt English called the meeting to order at 7:05 PM. Members in attendance were Barbara Cohen, Michael Bauer, Andrew. Jacob, David Demey, Michal Pellegrino, Andrew. Jacob and alternate member Tom Gresko. Member Peter Bigelow was absent. Elected Supervisor Martha Majewski was in attendance. Township Engineer, Paul Boettinger, T&MAssociates, C.E English made the motion to approve the minutes from the. June 20, 2024 meeting. A. Delaware Valley Properties IIL LLC 335 Pawling Road Prelim/Final Land Devel application. Applicant, Eric Faggioli owner of Delaware Valley Properties, Ron Jackson of Wilkinson Apex Engineer for applicant, and Bill Dion, Attorney for applicant were present to discuss their proposed improvements at 335 Pawlings Road. P. Boettinger, gave a brief overview of the application and stated that his review of the submitted plans calls out a need for multiple zoning reliefs, and the need to provide written ease/agreements for the improvements on the adjacent lots owned by other entities. B. Dion, Esq., stated thatt they are in negotiations with the neighboring property owner, Valley Forge Sewer Authority (VFSA). IfVFSA does not agree to the land use, the applicant will need to revise the plans. B. Dion explained that they want to expand an existing non-conforming building on ar non- conforming lot. They will have smaller setbacks, remove two smaller outbuildings, demolish the existing large storage/office workspace and replace it with one large building with multiple garage doors fort truck entry to use for maintenance & storage of vehicles and equipment. M. Bauer questioned the property lines, asi it appears to be landlocked. B. Dion explained that the property had an access easement to use the road/driveway owned by VFSA. Delaware Valley Properties has maintained that access easement. C. English has concerns abouti the new building being set on the property line. R. Jackson said the existing setbacks are already close. C. English prefers that a setback of at least ten (10) feet from the railroad right of way be in place. B. Dion said they'd explore that, howevert the railroad is agreeable to the work they are proposing. E. Faggioli said they are trying to clean up this property and a larger building will allow their equipment and employees to move out of the floodplain. They will have a small office located in the new proposed building for approximately two (2) people. Future plans include renovations to an existing house they purchased at the end of the access easement at the corner of Pawlings, to convert into was also in attendance. Jacob seconded. Minutes were approved by all. additional office space. C. English asked about thei intersection, and howi it's difficult to maneuver trucks. E. Faggioli said he is looking into adding ai turn lane. This would be a PennDOT approval. C. English advised E. Faggioli to looki into the setbacks, make revisions, obtain the needed zoning relief and then come back tot the Planning Commission. Valley Forge Ralilways/MCAVoy Brick Prelim/Final Land Development Application AndyLoraw, Audubon Land Development presented al lot line revision plani to the Commission. McAvoy Bricki is transferring approximately 1.2 acres to Valley Forge Railways. M. Bauer: asked what the reason was fort this transfer, would it be built on, etc. It was discussed that the storage trailers on the land now would remain, and that the need for additional space is solely a preference of the owner and the adjacent property owner has agreed to sell additional land tot them. They! have no plans to develop the property. They do not need any: zoning relief and are seeking waivers ofl land development from the Board of Supervisors. P. Boettinger said there is no objection from the Township on this plan or the C.E English made a motion to approve the lot line change with the waivers being requested to transfer land from McAvoy Brick to Valley Forge Railways. A. Jacob seconded the motion. requested waivers. Motion approved unanimously. Amendment to SchuylkilTownship. Ordinance 370-169(D) P.E Boettinger explained that the Township Ordinance for Convenience Store with Gas and Gas Station arei inconsistent. This change will make them both the same. P. Boettinger said that as it reads now the minimum distance from the gas pump to a dwelling is 200 feet. The proposed change will read the minimum distance from the gas pump to a residential district is 2001 feet. M. Majewski explained that by changing one word it will make both ordinances the same and be consistent and clear. M. Pellegrino asked if we change this will it bet the best-case scenario. M. Majewski said that they feel it will be. A. Jacob said this is the right thing to do for1 the residents and thanked the Board of Supervisors for considering M. Pellegrino made a motion to recommend supporting the ordinance change to the Board of Supervisors. A. Jacob seconded the motion. All approved unanimously.
