151 West Newton Borough Regular Meeting September 9th, 2024 The regular monthly voting meeting of West Newton Borough Council was held on Monday, September gth, in Council Chambers, 112 South Water Street. Council Vice President Dan Palfey called the meeting to order at 6:30PM. Council members, Gary. Johnson, Tony Berarducci, Randy Shincovich, Dan Palfey and Terri Eckels were all present Mayor Mary Popovich, Dodaro, Matta & Cambest Solicitor was present ofs solicitor Dalfonso, secretary/lreasurer Ashley Pergola were also present. Council member Dan Roebuck and Solicitor Sam Dalfonso and during roll call. were Engineer Dalton Mack not present. Council President Jason Cooper arrived ate 6:31pm. The meeting began with the Pledge of Allegiance. Delegates: Joyce Pawlik was present thet thank all members oft the Borough who helped during the fall festival. Ms. Pawlik CROWN came toa a decision to no longer handle the festival. Looking fora a new committee to take over this and CROWN would like to eventually expand their fall event if no one takes over the festival. Ms. Pawlik asked for festival. Councils blessing to host scarecrow building and pumpkin raçe October 12th at Cort Street. Previous Minutes: Motion 09-01 made by Councilman Palfey to accept both last months regular special meeting minutes. Second made by Johnson. Motion meeting minutes and adopted by unanimous votes. Engineers Report: Engineer Mack presented the Engineers report. Dalton will be taking care of putting together CDBG Grant. Motion 09-02 made by Councilman Berarducci to adopt Resolution 2024-12 requesting a Assessment grant in the amount of $324,733.00 from the Commonwealth Long Term Control Plan Improvements-F Forcemain Replacement 41 facilities Motion Category Second Project. made by Palfey. Local Share Phase II adopted by Financing Authority tol be used for the unanimous votes. Supervisors Report: Presented by Chad Shincovich Solicitors Report: Bank and Trust, PA. votes. Mr. Shincovich will touch base with Solicitor in regards to bidding on bucket truck. Presented on behalf of Sam Dalfonso, stating funding for the sewage plant upgrades has been approved by Commercial Motion 09-03 made by Councilman Berarducci to adopt Ordinance 2024-6, authorizing the issuance. of $143,663.48, principal amount, General Obligation Loan, at private sale. Finance & Budget: Budget meeting dates have been set for thei third Monday in October and November at! 5:30PM, Streets: Motion 09-05 made by Councilman Johnson to amend Ordinance 2027-4 to include ADAI requirements on Committee Reports: October 21s and November 18th. sidewalks. Mayor, Mary Popovich was recognized as an Outstanding Government Honoree by the Greater Westmoreland County Labor Council.
