137  West Newton Borough Regular Meeting Aprilgth,2 2024  The regular monthly voting meeting of West Newton Borough Council was held on Monday, April gth, in Council Chambers, 112 South Water Street. Council President. Jason Cooper called the meeting to order at 6:30 p.m. Council members Jason Cooper, Dan Palfey, Randy Shincovich, Gary. Johnson, Tony Berarducci, and Terri Eckels were called present during roll call. Mayor, Mary Popovich, Solicitor Sam Dalfonso, Engineer Dalton Mack and secretary/Treasurer  Ashley Pergola were also present. Council member Dan Roebuck was not present.  The meeting began with the Pledge of Allegiance.  Before public comment Council President Jason Cooper thanked the Volunteer Fire Department, Public' Works crew, WN Police, Mayor Popovich, EMA and everyone else who had helped out during thei flooding on 4/3/2024, there was a great  response int taking calls and assisting those in need.  Delegates:  Joyce Pawlik was present on behalf of CROWN to update about upcoming events. Ms. Pawlik stated she received a 3rd bench; this bench will be placed at 2nd streêt park on the side walk for bus stops and the community. Diane Kimberly was present to speak to council regarding a complaint about the current garbage company and her properties. Solicitor Dalfonso will be addressing this with her after he reviews the Boroughs contract with Fayette Shelly and Billy Rupert were. both present on behalf of Bikers Helping Others to request permission from Council to use the pond again this year for their annual fishing derby May 19th. Council granted permission. Mr. Rupert will have the Debbie Gras was present on behalf oft the Little House Association. Ms. Gras explained to the community who the Little House Association is where they were built fort the girl scouts and this association still acts as a place fori the girlscouts to meet along with holding showers and: small events. Ms. Gras explained the condition oft their building their renovation Motion 04-01 made by Councilman Palfey to accept the previous minutes. Second by. Johnson. Supervisors Report - Supervisor Chad Shincovich presented Supervisors report to Council. Cypher met with the owners and inspected the new build stating iti is in compliance per permit.  Solicitors Report-S Solicitor Dalfonso reported on Building code complaint at the Mantle House, Zoning Officer Mark Code Enforcement/Zoning Report - Jason Humenik started up with Courtesy Notices for code enforcement. Mark Mayors Report/Police Report - Mayor Popovich reported Mayor/Police report for February and March. Tax Collectors Report - Tax Collectors Report was presented by Secretary Pergola on behalf of Nicole Humenik, Tax  Collector. Year to date report-577,417.63.  Committee Reports:  Finance & Budget: Nothing to report.  2  Streets:  Motion 04-07 made by Councilman Palfey to hire Bryce Martino as a part time grass cutter at the agreed rate of $14/hour. Second made by Shincovich. Motion adopted by unanimous vote. Motion 04-08 made by Councilman Palfey to hire Zachary Bender as another part time grass cutter at the agreed rate of $14/hour. Second made by Shincovich. Motion adopted by unanimous vote. Motion 04-09 made by Councilman Palfey to authorize Street Supervisor Shincovich to order building material for both pavilions that would come out of ARPA funding.  Second made by Berarducci. Communications:  secretary/Treasurer clarified both training descriptions through Keystone Insurance Group. Ms. Pergola also thanked all personnel and Council members who assisted during the flooding. Electronic waste day is int the works, willl hopefully have  something setup by next meeting. Council President Jason Cooper called the meeting to order at 6:00PM. Council members Tony Berarducci, Gary. Johnson, Dan Palfey, Brenda Maleski, and Terri Eckels, called present during roll call. Secretary/Treasurer Ashley Pergola were also present. The purpose ofthis special meeting is to discuss and take action on thet following: Purchase ofar new paint machine, accept  quote for Fire Department doors, and accept the bid for South 5th Street.  This meeting began withi the Pledge of Allegiance.  Motion 04-01 made by Councilman Johnson to purchase a new line painting machine utilizing the Maintenance budget from General Funds. Second made by Palfey. Motion adopted by unanimous vote. 4,9 Motion 04-02 made! by Councilwoman Eckels to accept the quote for West Newton Vol. Fire Company doors in the amount of $4,940.00, utilizing ARPA Funds.
