LAWRENCE MEETING MINUTES Tuesday, JANUARY: 2, 2024 CALLTOORDER: The meeting of the St. Lawrence Borough Council was called to order at 7:40 PMI by ROLL CALL: Council President Robert May did roll call, thet following members were present; RobertJ. Joan London and Borough Engineer Pamela Stevens were both absent for tonight's APPROVAL OF THE MINUTES: The minutes from the previous meeting, were presented to Council for review. There were no questions, corrections or clarifications to the minutes that were presented. MOTION: David Eggert made the motion to approve the minutes as presented; seconded by' Warren APPROVAL ANDI PAYMENT OF THE BILLS: AlI bills requiring payment and ratification upt to andi including 12/31/23 were presented to Council prior to the meeting for review. Bills requiring payment and ratification fromi the general fund up until 12/31/23 totaled $38,664.71; sewer fund totaled $147.81; MOTION: Michael Fritz made the motion authorizing payment and ratification of all bills presented; TREASURER'S REPORT: The treasurer'sreport was presented to Council prior to ther meeting for review. MOTION: David Eggert made the motion to approve the treasurer's report as presented and filei it for GENERAL: $463,086.61 SEWER:S159,646.67 RESERVES: $126,724.86 LIQUIDI FUELS: $251,147.65 FRETAX:S1,731.55 Pamela Stevens was absent from tonight's meeting, however, she did submit her Engineer's Status Report prior to tonight's meeting for review. STOUDT Joan London was not present at the meeting. There were no comments, questions, or concerns. REPORT OF THE BOROUGH MAYOR- CORRINE ZANA Mayor Zana had no updates or reports for tonight. Page1of3 PUBLIC' WORKS- DERREK RHOADS Derrek Rhoads submitted his report which was added to council's packet for review prior to the meeting. Included was the Brine deal with Exeter since Mt. Penn's system is not working. The Brine system willl be installed the week of 1/2/2024 on thet truck. Yard waste pickup will continue to be on Monday's. There were no questions, comments, or concerns with his report. The Planning Commission does not have any new business to discuss. PLANNING COMMISSION UNFINISHED BUSINESS There is no unfinished business to add or discussed. NEWI BUSINESS RESOLUTION 888-2024 FEE SCHEDULE Borough Manager Allison Leinbach discussed any changes and updates of fee schedule which isi included int the minutes for review. Thei fee schedule was presented to council prior to the meeting for review. MOTION: David Eggert made the motion to adopt Resolution: 888-2024; seconded by Steve Geibel; all RESOLUTION 889-2024- APPOINTMENT FOR THE ZONING HEARING BOARD Council will reappoint Dorothy. Jurasinski to a three-year term on the zoning hearing board. MOTION: Warren Lubenow made the motion to adopt Resolution 889-2024; seconded by David Eggert; Council authorized an additional: signer to borough banking accounts. Amanda Muso will be the added MOTION: David Eggert made the motion to adopt Resolution 890-2024; seconded by Michael Fritz; all 2023 UNPAID REAL ESTATETAXES - Susan Eggert, Tax Collector continues to work on the final billings for Real Estate tax. As of now there are at total of three delinquent accounts. Council gives authorization to sign off on all taxes paid and unpaid; unpaid taxes will be sent to Berks County Tax Claim for MOTION: David Eggert made the motion to approve real estate taxes with unpaid taxes going to collection; seconded by Michael Fritz; all were in favor so the motion carried. 2023 UNPAID FIRE TAX BILLS - Susan Eggert, Tax Collector continues to finalize alli fire tax bills. The calendar year of 20231 the Borough of St. Lawrence used the Animal Rescue League as their: source, for animal control. With their pricing increasing in 2024 and continued increase in 2025, council has decided to use Safety Net Sanctuary, 187 Houck Rd. Fleetwood PA 19522, for the borough's 2024 animal MOTION: David Eggert made ther motion to approve Safety Net as animal control and discontinue the use of Animal Rescue League.
