Kovach, D. Swisher; K. Brannon; J. Emph; D. Seiler; D. Baumgarten; E. O'Malley. Council Members W. Oates and L. Shartle were absent. The following appointed officials were present: M. Foote, Borough Manager; D. Biondo, Borough Solicitor; K. Truver, Police Chief; P. Vietmeier, Code Official; J. Stanton, Borough Engineer. Public Notice: Ms. Kovach announced that council met in executive session this evening at 6:00 pm for the purpose ofcollecting information or educating agency members about an issue. Public Comment - Agenda Items: Ms. Kovach opened the public comment for agenda items. Bill Gross. Home Avenue advised that thei minutes oft the. June 24th meeting should be amended. Under HR/Personnel/Policy, the term "non-union" should be "non-bargaining employees." Theoretically, someone could be ai member oft the bargaining unit and not join the union, thereby Mr. Gross also related that his recycling has not been collected from last Wednesday. Mr. Foote entitling them to different benefits. will meet with Mr. Gross after the meeting. Thej public comment section was closed. Minutes: The minutes oft the. June 24, 2024 council meeting were presented. Mr. Emph motioned to approve the amended minutes changing non-union to non-bargaining as Mr. Gross suggested. Administration: Mr. Foote announced that the borough's pilot Yard Waste Collection Program will start the third Saturday of each month from July through October. Collection dates are. July 20th, August 17th, September 2151, and October 19th. All items must bei in paper leaf bags available at local hardware stores. Residents must register by 4 pm on the preceding Wednesday by calling 412-885-9200 or emailing the borough offices at csboro@csboro.ory. Additional information is available on thel borough's website. Household trash, bulk waste, Bid Openings, Contracts, and Resolutions: Mr. Stanton stated that as part oft the turf installation, aj proof roll test of the: soil identified a wet area on the field. The section was excavated, and the area had water 4' deep. The geotechnical engineer was on site doing column inspections for thej pavilion and provided ai recommendation to replace the soil around the area with aggregate and geotextile material prior to turfinstallation. The anticipated cost is $50,000 based on unit prices provided by the contractor which may change based on quantities actually used. Mr. Brannon motioned to authorize the borough manager to approve the additional scope ofwork and execute the change order relating to same. The borough will bel hosting a Community Vendor Show on July 27th starting at 4j pm. Any area business can contact the borough offices to register. Finance - Mr. Swisher reviewed the check registers for June 28th and July 5th and had no further questions. Mr. Emph motioned to authorize the payment ofall outstanding bills and invoices. HR/Personne/Poliey - Mr. Swisher motioned to table: resolutions #749 - aresolution to adopt rules of decorum during public meetings and #750 - ar resolution establishing and adopting policy to address public comment procedures. Mr. Brannon seconded; all in favor; motion carried. Public Safety - ChiefTruver requested that council accept the resignation of] Police Officer Christine Platt. Mr. Seiler motioned to accept Officer Platt's resignation and offer her well wishes as she transitions to another agency. Mr. Emph seconded; all in favor; motion carried. ChiefTruver stated that the Castle Shannon Police Department has been inundated with solicitors ini the borough without permits. Please call 911 to have patrols respond in real time to identify the violators. Solicitors in Castle Shannon must have borough permits prominently displayed. These permits will have their photo and the police department letterhead and/or symbol/patch. Residents who do not wish to: receive solicitors, canvassers and political visits may post a sign indicating same. A sample sign may be downloaded from the police website. Residents can also subscribe to the CSPD Dol Not Solicit list (also on the website). Mr. Seiler seconded; all in favor; motion carried. Board Reports Civil Service - ChiefTruver stated that six police candidates were tested by the borough. Two were selected for background checks and withdrew. That list has expired. Testing through SHACOG provided six candidates from that list. Two candidates appeared for oral boards, and Civil Service certified the list this afternoon. Background checks are being conducted, however the SHACOG list is available to several area agencies. The borough is hopeful that we will be Economic Development - Mr. Seiler reported that the next CSRC meeting will be held July 17th MRTSA - Mr. Swisher announced that the board met on June 26th and accepted the resignation SHACOG - Mr. Seiler reported that the July meeting will be the annual golf outing at the competitive and selected by the candidates. at 7 pm at the Municipal Center. of the administrative assistant. Lindenwood GolfCourse. 2 MiA a Mayor's Report Mayor Baumgarten is genuinely concerned about illegal immigrants coming into the country resulting in higher crimes and drug trafficking. Manager's Report - Mr. Foote followed up on residential concerns regarding Columbia Gas paving and restoration work on Willow Avenue from Connor Road to Rockwood Avenue. A representative from the company estimated that the paving should be completed before the start Regarding the swings at the Municipal Center, the part of the equipment that the swings attach to isd damaged. Mr. Foote plans to meet with the public works foreman to explore options. Real Estate Tax Collector Report - Ms. O'Malley reported June collections of $201,139.15 and year-to-date collections of $4,820,183.92. Keystone Oaks real estate tax bills include a 3% Ms. O'Malley was invited to the opening ofthel Biden/Harris office at Lebanon Shops. Gavin Newsom, Governor of California, was speaker. Ms. O'Malley welcomed him to Castle Shannon. Public Comment -I Non-Agenda Items Ms. Kovach opened the public comment section of the Jerry Coombs. Belleville Street - discussed a company on the southside that accepts disposal of electronic equipment - Evolution E-Cycling - that will take electronics, copiers, fax machines, televisions, and digital equipment. The company does charge for televisions (per pound), microwaves and copiers. In partnership with Guardian Storage Facilities, residents can drop off items at this facility for Evolution E-Cycling collections. Additional information was provided Matt Grab, May Street = stated he was happy about the progress on the parks program and reviewed the information online. Mr. Grab was disappointed to hear about the sink hole in the field and discussed information provided to council regarding pegged bases for CSYA ballfield use. Mr. Grab advised that flat bases are not safe for the children and could cause injuries. Ms. Kovach answered that council is still collecting data on base options, however the main objective at this time is to get the current contracts and Hamilton Park completed this year. Mr. Grab questioned ifthe park plans for Riehl Park and the Municipal Center currently in place are still valid. The CSYA organization is growing, and installation of dek hockey at Riehl would eliminate the CSYA's field use for T-ball. O'Brien Field is still used as a practice field. Ifpegs are not installed in Hamilton Field, that would be another field that CSYA cannot use. Mr. Grab admitted that field at the Municipal Center is wonderful, but that leaves one field for 141 teams for practices, games, and tournaments. Mr. Grab would like to see the' T-ball field remain at Ms. Kovach stated that contracts and scopes for Riehl Park and Municipal Park have not been advertised for bidding. Mr. Foote added that staffhas put together aj plan toj pursue two grants rescoping the two projects by replacing playground equipment in the parks. Those projects are oft the: school year. increase and will be mailed this Friday. meeting. tob borough council about their services. Riehl Park. 3 Miu 3 subject to receiving the grant award. The proposed installation ofa dek hockey at Riehl Park was through a separate fundraising effort. Mr. Stanton added that vision for that part of Riehl was in the overall planning detail oft the parks plan. Those scopes may change moving forward. Bryan Gigliotti, Poplar Avenue - reported that the Summer Recreation Program is going fantastically. A cookout was planned for the week ofJuly 4th which resulted in 100 children and 30 counselors participating. One generous parent donated all the hot dogs and buns for the Mr. Gigliotti reported that MRTSA plans to visit the camp this week with programs geared to all three age, groups. The fire department will also be visiting the camp on July 26th. The children CSYA will be hosting 9U tournaments starting Wednesday through Saturday. Next week the 10U fastpitch girls will be playing tournaments followed' by 12U later in the month. The CSYA board met and discussed the necessity ofhaving the pitcher's mounds pegged at Hamilton Park at 35', 40' and 43'. Mr. Gigliotti stressed that unless the pitcher's mounds are pegged, for safety reasons CSYA will not be able to use the turf field. This information was gleaned from other municipalities and school districts and USA Softball. Mr. Gigliotti stated that it would be sad for CYSA teams not to be able to utilize Hamilton Field. Mr. Gigliotti hopes therei is a way for CSYA and council to work together to get the field structured for ballfield use. Mr. Gigliotti discussed a dek hockey proposed for Riehl Field and agreed with Mr. Grab that the T-ball field should stay in the plans. Mr. Gigliotti questioned where thel bond money went for the parks that would cause the scopes for Riehl Park and Municipal Park to be reduced, and noted that the borough collects interest on the bond funds. Mr. Gigliotti would like to see a new Mr. Foote explained that the borough does collect interest on the unutilized bond funds; however, the amount is restricted due to arbitrage limits. Both the bond counsel and funding institution are managing this. The two playgrounds discussed will be grant funded for $500,000 with a $250,000 match by the borough from bond funds. The Six Parks Plan listed those two projects at a cost of$2.61 million. Due to other expenses incurred during certain phases ofthe Six Parks Plan, the scope isl being revised to accommodate improvements on all parks. Mr. Foote Mr. Gigliotti noted that signage has been posted to keep dogs off thel Municipal Center Ballfield. Due to the fact that the gates are no longer locked, CSYA coaches had to clean up broken glass Justin Lasko, Trance Drive - reechoed the opinions voiced by CSYA representatives about the need for pegged bases at Hamilton Park. Unpegged bases are a safety issue. Mr. Lasko discussed the economic impact that visitors make to the borough for CSYA toumnaments,ie., visiting local restaurants and amenities. Mr. Lasko believes that having the pegs installed would provide additional league and tournament visitors that would outweigh the cost oft the pegs. Mr. Lasko answered the Municipal Center Vanessa Beck. Castle Road - advised that CSYA has pitching rubbers that are nailed in place Tom Beck. Castle Road - reported that Bethel Park has indoor baseball and has a cement pad bases under the turfwith drilled holes to drop the rubber bases in. Mr. Beck believes that the cost for this solution would be significantly lower. Mr. Stanton explained there would be a concrete pad below the infill system in the turfwith predrilled holes to plug the bases. Hamilton has been structured as a multi-use field; therefore, other sports utilizing the field would only have Matt Grab, May Street - added that in a letter received from Keystone Sports that twenty-two holes would be needed toj peg the field. CSYA estimated ten or twelve holes would be needed. Ms. Kovach explained that the company confirmed that pegged bases were a liability; however, council and staff will continue to explore options. As previously stated, Ms. Kovach affirmed that council's main priority at this timei is to get the field and park completed. Jason Suchy, Arch Avenue thanked the police department for their added patrols in his neighborhood. Drivers are slowing down. Mr. Suchy also agreed that Hamilton Park needs to be completed, but his hope is that the pegged base discussion keeps being explored until an Field. and removed after the games at the Municipal Center. General Guidelines The Borough has numerous public meetings such as Council Business Meetings, Borough Agenda Preparation Meetings, Special Meetings, etc. (hereinafter "Public Meetings"). In order to safeguard participatory democracy in the Castle Shannon Borough, all persons attending Public Meetings in castle Shannon Borough should PBI strive to: Treat everyone courteously Listen to others respectfully Exercise self-control Give open-minded consideration to all viewpoints Focus on the issues and avoid personalizing debate B. Rules of] Decorum 1. Public participation should bel limited to the designated comments periods, before or after the meeting, ori ifs specifically called upon by the Council 2. No! person attending Public Meetings shall engage in disorderly or boisterous conduct-including but not limited to applause, whistling, stamping offeet, booing, or making any loud, threatening, profane, abusive, personal, impertinent, or slanderous uterance-thatdisturos, disrupts, or otherwise 3.
