BLAIRSVILLE BOROUGH COUNCIL REGULAR MEETING MINUTES AUGUST20,2024 1. The meeting was called to order at 5:30 P.M. by President John Bertolino. 2. Moment of Silence 3. Pledge to the Flag 4. Roll Call - The Council Members present included Mr. John Bertolino, Mr. Albert Dettorre, Mr. David Janusek, Ms. Kaitlyn Sagely, Mr. Jeffrey Marshall, and Mr. Robert Startari. Others in attendance included Mayor Ronald Evanko Chief Louis Sacco, Mr. Patrick Dougherty, Solicitor, and Mrs. Jody Poorbaugh, Manager. Mr. Mike Meyer, Engineer, and Mr. David Fairman, Public' Works Manager were not 5. Executive Session - The Council went into an executive session at 6:00 P.M. and present. came out at 6:10 P.M. Legal issues were discussed. 6. Additions to the Agenda - None 7. Resident & Taxpayer Public Comments: a. Mrs. Karen Lauffer of 166 South Liberty St spoke regarding 911 address change for 175 South Liberty Street and 173 South Liberty Street. 175 South Liberty Street was originally used as a Church for multiple Churches. It was converted to a multi-unit Apartment Building in 1920. Both addresses are listed in the Historical Database. She is asking the Council not to change the b. Mrs. Olivia Seich, 134 North Walnut Street asked about the progress on 137 West Campbell Street. She asked about getting the garbage and debris cleaned up. There are snakes in the yard. There is also a homeless person C. Mrs. Seich stated that 142 North Walnut Street currently has a truck & trailer addresses as 911 suggested. living in the house. parked in the yard. Amotion was made by Mr. Dettorre and seconded by Ms. Sagely to accept 11.Borough Manager/Secretanes Report: a. Was given to the Board for review. b. Mrs. Poorbaugh thanked Keith Industrial Welding for helping the Borough get rid of the pile of tires at no cost to the Borough. C. Currently looking at project for the $50,000.00 grant. Suggestions were policies & procedures or codification & codes database. d. Amotion was made by Mr. Startari and seconded by Mr. Marshall to accept the Borough Manager/secretanes Report. Approved 6/0. 12.Public Works Manager's Report: a. The staff has completed a pothole blitz. b. Working on maintaining Borough owned Properties. C. Repaired valve & water line leak. d. 16 Code Violations letters were sent. Spoke with several residents concerning non-code issues. e. Cash on hand ini the general fund after the bills were paid is $303,579.26. b. Accounts Payables - Was presented in the amount of $65,118.42. C.A Amotion was made by Mr. Dettorre and seconded by Ms. Sagely to accept the Treasurer's Report and to pay the bills totaling $65,118.42. Highway Aid has $117,689.60. Grant-F Flood Mitigation Program - Submitted June 2024. 16.Animal Report - None 17.Blairsville Community Development. Authority Report - None 18.Police/Fire Committee Report. a. The Officers are doing an excellent job. b. The fire department is still holding fundraisers. A raffle will be going off in C. The department mostly assisted other departments this Month. October. d. No Issues with the budget. a. b. 20.Streets/Capital Improvement Committee Report: Sidewalks - Currently working on sidewalk replacement program. Walnut Hill Section - will be obtaining paving quotes. 21.Parks & Recreation Committee Report: a. Meeting Room Floors were redone. b. Mrs. Poorbaugh gave an update on the camera system. C. April Smyth has been a great addition to the staff. d. New games for the kids to play outside. Gym membership is up. 22.Insurance Committee Report - None 23.Personnel Committee Report - None 24.Shade Tree - None 25.Parking Authority Report - None 26.Code Enforcement = None 27.Code Appeal Board - None 28.Zoning Hearing Board - None 29.Civil Service Commission Report - None 30. Street Lighting - Evans Avenue Area b. Indiana County Municipal Emergency Management Services Authority - The Board was provided with a power point. Lists all district representatives. Mrs. Poorbaugh will be meeting with Danny Sacco & other district representatives in September. Need to vote to advertise ordinance in September. 32.New Business: a. Fire Department - Old Brush Truck a. Amotion was made by Mr. Startari and seconded by Mr. Marshall to authorize the Fire Department to sell the Old Brush Truck. Approved 6/0. Amotion was made by Ms. Sagely and seconded by Mr. Dettorre to accept the quote from Jarvie Tree Service in the amount of $10,500.00 for the removal of seven pear trees and one dead maple tree plus trimming of forty-two other trees. Approved 4/2. A plan will be created to replace suitable trees on North Walnut Street.
