Roll Call - The Council Members present included Mr. John Bertolino, Mr. Albert Dettorre, Mr. David Janusek, Mr. Robert Startari, Ms. Kaitlyn Sagely and Mr. Jeffrey Marshall. Others in attendance included Mayor Ronald Evanko, Chief of Police Louis Sacco, Mr. Patrick Dougherty, Solicitor. And Mrs. Jody Poorbaugh, Managers. Mr. David Fairman, Public Works Manager, and Mr. Michael Meyers, Engineer, were not present. 5. Additions to the Agenda: a. Amotion was made by Mr. Dettorre and seconded by Ms. Sagely to add an outdoor burning ban to the agenda. Approved 6/0. Was given to the board for review. b. Continue to meet with the Unions regarding negotiations. C. Looking into a Third party to do street sweeping along Market Street, Walnut Street, Morrow Street, and Stewart Street. d. Tree Trimming and removal was completed on Walnut Street. e. Police and Manager have sent out sixteen codes letter this month and closed seven violations. 13.Treasurer's Report: a. Financial Report = Cash on hand in the General fund after the bills have been paid is $251,190.75. Highway Aid has $110,748.64. b. Accounts Payables - Was presented in the amount of $97,368.80. C. Amotion was made by Ms. Sagely and seconded by Mr. Marshall to accept the Treasurer's Report and to pay the bills totaling $97,368.80. Approved 6/0. Trek Grandview Pointe - Remington & Vernick Engineers are willing to negotiate a settlement on outstanding escrow. Supinka & Supinka Attorneys and Trek Development to come to the table with settlement offer. b. Grant t- Flood Mitigation Program (Tractor Supply) - Was submitted June 2024. 16. Animal Control Officer Report - None 17.Blairsville Community DevelopmentAutnonty Report - Received some offers on lots - Nothing finalized. 18.Police/Fire Committee Report: a. The Fire Chief gave the Council a copy of the quarterly report for their review. b. Mr. Dettorre complemented the current Officers and staff. They are doing a great job. 19.Fiscal Committee Report: a. Meetings will be held in October. The Council will vote to advertise the 2025 budget in November and will vote to adopt it in December 2024. 20.Streets/Capital Improvement Committee Report: a. - Sidewalks - Currently working on sidewalk replacement program. 21.Parks & Recreation Committee Report: a. Was given to the Board for review. b. DVR & Cameras completed. Looking to see if there are grants available to refinish the gym floor with a d. Parts of the Armory are currently being repainted. Authority = Mrs. Poorbaugh met with Mr. Danny Sacco, District Representative, and other district municipalities to discuss the forming of the Authority. Tree Planting - Japanese Hornbeam & Gingo Trees Planted on Market Street. Mr. Dettorre is working with Penn State personnel to see what kinds of d. Paving - Walnut Hill - Amotion was made by Mr. Janusek and seconded by Mr. Dettorre to accept the bid from Harvey Paving in the amount of $9,856.00 trees can be planted ini town. to pave Walnut Hill.
