Aj prayer was said by Council Woman Henrietta Williams. The Pledge ofAllegiance was said after our prayer. Mayor Scott Harpold called the called meeting to order. Ordinance covering the time and day change of monthly meetings: Mayor Harpold explained that the council had meet last week during a work session to discuss the date and time change for alli future regular scheduled meetings. Mayor stated that he advised the council to think oft not us thej present but future councils andi mayorsas well when selecting a time. Counsel Woman Clark stated the spoke with several citizens whov were opposed to thei meeting being on' Wednesday duet to bible study at the church and they would: notl be able to attend. Based on this she stated she wouldb be obtaining fromt thev vote. Counsel Woman Carey made ai motion to move the regular scheduled meetings tot the 2nd Wednesday of each month at 6pm. Counsel Woman Maxwell seconded the motion. Mayor called for a vote by a show of hands: Approve 2 votes (Carey, Maxwell) opposed 2 votes (Spratlin, Williams,).No vote: (Clark).. Mayor voted to break the tie and voted opposed. Motion failed. Councilmen Spratlin madeai motion to movet thei regulars scheduledi meeting to the 2-Wedneslayofeach month at 6:30pm. Counsel Woman Williamsseconded thei motion. Mayor called fora a vote by a show of hands:. Approved3 votes (Spratlin, Williams, and Maxwell) opposed: 1 vote (Carey) no vote (Clark). Motion passed. Ethics Ordinance: Ethics Ordinance: Mayor Harpold explained the council also discussed improving the current city ethics by adding some new amendments which were discussed at the work session that was held last week. Mayor went over the changes. Counsel Woman Clark asked that these choices be highlighted, made bold, and dated when entered on the current ethics packet. So everyone will be aware ofv what changed and when. Counsel Woman Williams made ai motion for acceptance ofr model ethics ordinance provided by the Georgia Municipal Association with the following designations within the proposed ordinance; Alternative Cof BOARDO OF ETHICS provision, with 2 year terms for members ofl Board ofl Ethics, the second subsection (J)allowing removal ofr member of] Board of Ethics for cause; Alternatives A&B of RECIEPT OF COMPLAINTS provision regarding form of complaint and Alternative A regarding filling of ethics complaint for political purposes. 2nd from Counsel Member Spartlin. Mayor called for a vote by a show ofhands. All ini favor. Motion passed. Indemnification Ordinance: Mayor Harpold explained that the Indemnification is an ordinance set inj place to protect the council, employees and the mayor from lawsuits that might arise based on them doing their duties correctly and within the guidelines of thej job.) Mayor read a copy oft the indemnification drafted by the attorney's firm. Counsel man Spratlin made a motion to accept this ordinance as a first read only and discuss at the next scheduled meeting. Counsel Woman Maxwell seconded. All in favor by show ofhands. Motion passed. Mayor Harpold made ai motion to adjourn the meeting. Councilman Spratlin made the motion for meeting tol be adjourned.
