Executive Director of] Engineering andl Inspections, Mark Harmon, reported that the City Council approved an award to the Scrugg's Company on October 9, 2023, to furnish all labor and equipment to complete various street improvements that include resurfacing, curb and gutter additions, water main replacements and sewer main rehabilitation on multiple streets that include: Baytree, S. Broad, Metcalf, Clermont, East Webster, East Monroe, Ivey Place, Jones, Mississippi, Oak Place, Palmetto, Pear, Peach, Pine, South College, Town Court, West Loomis, and Warner. This project also includes storm water improvements along Palmetto Drive (Edgewood Circle to Myrtle Drive) and Pear Street. This is typically an annual effort based on the condition of the sanitary sewer infrastructure. This project was advertised for 30 days on both the City's website and Georgia Procurement registry. Proposals were opened on September 12, 2024 for the above referenced project. There were eight (8) interested bidders, and six (6) bids were received. Assistant Utilities Superintendent, Eric Gossett reported that The City ofThomasville has federal-aid money through the Federal Highway Administration (FHWA) for the preliminary engineering and right-of-way (ROW) acquisition portions ofGeorgial Department ofTransportation' (GDOT) PI #0015394- - The Old Albany Sidewalk Project (between North Boulevard and Plantation Oaks Drive). Therefore, utility improvements are also being completed in the area before the sidewalk construction. The utility relocation project is being funded with American Rescue Plan Act (ARPA) money, and the work includes furnishing all labor, equipment, and materials to replace water mains; line sewer mains; replace water and sewer services; rehabilitate or replace manholes; andi install or relocate fire hydrants. While the work is substantially complete, the city staff needs to add additional work that was not anticipated for the original contract. This includes replacing a 1950 cast iron 6i inch main with a new 12-inch-high density polyethylene (HDPE) water main on Old Albany Road between Plantation Oaks Road to West Pinetree Boulevard. City ofThomasville City Council Meeting Minutes, September 23,2 2024 Page 8of1 10 Resolution to accept a Center for Community Progress' Technical Assistance Grant from the Williams Family Community Planner, Anna Day reported that at the regularly scheduled! Land Bank Authority board meeting, held on March 6, 2024, staff presented aj proposal for professional services to be provided by the Center for Community Progress (CCP). The Land Bank Authority board voted to enter into a contract for professional services with CCP based on the understanding that some of the costs would be offset by partnering agencies. Given the limited funds available to the Land Bank, and, considering the impact and benefit of these services to ongoing community development andi neighborhoodi revitalization efforts, the Williams Family Foundation ofGeorgia (WFFG)generously offered to grant funds towards the cost of services. The Planning Department of the City of Thomasville is also contributing funds budgeted forl housing related consulting feest towards the cost ofs services. The WFFG issued al letter notifying the City that a "Center for Community Progress Technical Assistance grant to the Land Bank Authority" Councilmember Brown: moved to adopt ai resolution that authorizes the acceptance of the WFFG grant of $10,000.00 tol be used for the purpose of providing training and technical assistance to the Land) Bank Authority. Mayor Pro Tem Scott seconded the motion. There was no discussion. ("WFFG") supports the Thomasvile-Thomas County Land Bank Authority in its pursuit of training andt technical assistance ina areas that impact and benefit ongoing community development and neighborhood revitalization in7 Thomasville; and, WHEREAS, WFFG appreciates the role and work of the Thomasville-Thomas County WHEREAS, on September 9, 2024, WFFG notified the City Manager that a "Center for Community Progress Technical Assistance to the Land Bank. REPORTS City Manager White reported the storm heading in the direction ofThomasville has been projected to be a category three hurricane at landfall later in the week. He noted that the City ofThomasville has begun storm preparations and mutual aid contacts with other municipalities have been made. City Manager White encouraged residents to be safe and make their preparations as soon as possible and toj prepare for prolonged outages in the aftermath oft the storm. Assistant City Manager Sealy encouraged utility customers to ensure they were signed up to receive text alerts from the City ofThomasville. She further reported the City would use social media to make necessary announcements regarding any planned and upcoming events. It was noted that utility crews follow strict safety procedures during severe weather and crews would be out to assess and begin repairs Mayor Pro Tem Scott thanked those who covered his family inj prayers during the time ofh his brother's passing.
