APPLING COUNTY BOARD OF COMMISSIONERS REGULAR BOARD MEETING MINUTES Tuesday, September 10, 2024 at 5:30 p.m. CALLTOORDERWWFICOMEPLEDGFINVOCATION Burch. Chairman Burch welcomed all those in attendance. The Appling County Board of Commissioners held their regular board meeting on Tuesday, September 10, 2024 at 5:30 pm at the Courthouse Annex. The meeting was called to order by Chairman Leslie Ricky Barnes gave the invocation and Chad Kent led the group in the] Pledge of Allegiance. Present were Commissioners Randy Sellers, Theodore Wilkerson, Daryl Edwards, Doug Harris and Charlie Leggett. Also present were Al Meadows, County Manager, Tracy Brown, County Attorney, Chairman Burch requested approval oft the agenda, with one amendment: to add John Nail, with Ryland Commissioners Harris made aj motion to approve the revised agenda; seconded by CommisionerSelers: Yvonne Sellers, Personnel Clerk. Called meeting FY'25 Budget Work Session August 13, 2024 C.R Regular Monthly Meeting August 13, 2024 D.C Called Meeting FY 2025 Public Budget Hearing Commissioner Harris made ai motion to approve items A &C C, seconded by Commissioner) Leggett, Commissioner Leggett made a motion to approve items B & D, seconded by Commissioner Wilkerson, A. Commissioner Edwards made a: motion to accept the lease renewal agreement with addendum from DBH&DD (Pineland) as read by County Manager Al Meadows; seconded by Commissioner Leggett, unanimously approved. unanimously approved. OLD] BUSINESS unanimously approved. NEW BUSINESS A.. John Nail- Ryland Environment Services County Manager addressed the board stating the renewal expires on December 31, 2025 with Ryland Environment Services and that it reads inj part that Ryland Environmental reserves the right to: request an increase in fees. Mr. Nail states there are increases in fuel costs, landfill fees, etc. and why the request is being presented at this time. The average increase amounts to approximately $10.00 per cart/home per year. Mr. Nail is requesting $0.86 per cart, per home, per month. This increased amount is from There was some discussion on the landfill fee increases and capacity. Commissioner Wilkerson made a motion to accept Ryland's request to increase the waste agreement as stated; seconded by Commissioner $17.11/month to $17.97/month. Edwards, unanimously approval. B. FY'25) Probation Services Agreements for Magistrate Court, State Court and Superior Court This agreement expires on December: 31,2024. County Manager Meadows requested the board to approve this agreement for the renewal date of January 1, 2025. Mrs. Tammie Orvin made corrections to the agreement and signed the agreement as stated by County Manager. Commissioner Harris madea motion to accept the agreement supporting the three courts: Magistrate Court, State Court and Superior C. Rescind approval of funding to thel District Attorney's Office for the amount of $30,000. County Manager Al Meadows stated on August 29, 2024 budget work session the budgeted amount to fund the D.A.'s office is $122,900 for FY'2025 budget. Since this approval the D.A.'s Office had requested an additional $104,000 for his budget. The District Attorney has withdrawn the Juvenile Prosecutor funds from his budget for Appling, Jeff Davis, Camden, Wayne and Glynn Counties due to each county not supporting his proposed budget increase. Tracy Brown, County Attorney states this position as Juvenile Prosecutor needs to be filled by October 1,2024. He has a candidate for this position and has discussed with County Manager and the. Juvenile Court Judge. This item will be discussed further in executive session. A motion by Commissioner Harris to approve the budgeted amount of $122,900 for the D.A. Budget and pay the office periodically upon contingent services, seconded by Court; seconded by Commissioner Edwards, unanimous approval. Commissioner Edwards, unanimously approved. D. Adoption of County Budget FY 2025 County Manager Al Meadows stated the FY 2025 Budget has been presented. at three work sessions and Commissioner Leggett made. a motion to accept the FY2025 Budget as presented, seconded by one public hearing and thel Board of Commissioners for approval. Commissioner Edwards, unanimously approved. E.A ADOPTION OFI MIILLAGE RATE. AND TAXI LEVIES FY2025. County Manager read all three resolutions and asked for approval. a. Resolution to approve School Tax Levy for $12.203 mills be levied on each thousand dollars-worth of taxable property in said County of Appling of the year 2024 for County Wide School Maintenance for total taxes to be levied $16,607,775.00. Commissioner Edwards made ai motion to approve this resolution b. Resolution to approve. Fire and Rescue Tax Levy for $0.47 mills be levied on each thousand dollars- worth oft taxable property in said County of Appling oft the year 2024 for Fire and Rescue Service, Special Tax District No. 1,3 and 4 (unincorporated) and Special Tax District No. 2 (incorporated) for total taxes to be levied $633,455.00. Commissioner Harris made a motion to approve this resolution as read; c. Resolution to approve County Tax Levy for $11.885 mills be levied on each thousand dollars-worth of taxable property in said County of Appling oft the year 2024 and the samei is hereby levied and ordered collected for the County Maintenance for total taxes to be levied $16,018,329.00. Commissioner Sellers made a motion to approve this resolution as read; seconded by Commissioner Harris; unanimously Commissioner Harris noted this is a decrease in the millage rate from $11.94: mills and Commissioner Leggett asked what the rates were: inj previous years. Commissioner Edwards stated that in 2019 the millage rate was $12.7701 mills and the others are published in the 5-year history of levy. as read; seconded by Commissioner Harris; unanimously approved. seconded by Commissioner Wilkerson; unanimously approved. approved. Tracy Brown stated that All Meadows has given his formal notice that he wishes his contract tol be renewed for another year andi remain County Manager. His contract expires on December 31, 2024.
