REGULAR MEETING MARCH 11, 2019 Be it remembered on the 11th day of March 2019 at 10:02 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Charles Wilkins Kenny White Trey Ellis Susie Spring Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 County Judge County Clerk Casey Russell, Commissioner Pct. #4 was absent. When the following was had and done, To-wit: Call to Order 1. Prayer Judge Ellis led the Court in prayer to begin-the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Consider Parmer County's Contribution to Purchase New Tax Appraisal District Office. Deanna Curtis, Deputy Chief Appraiser, presented the Commissioner's Court with a request for funding of the District's intent to purchase a commercial building available in Bovina. The need was stated for more storage at the current facility. The cost to the county budget is estimated at approximately $38,000. See attached. The need would be immediate but could be paid in installments of approximately $8,000-$9,000 per Discussion ensued. While the Commissioners understand the need for additional space, it was not budgeted for this year. At this time the feeling was the money could be budgeted for future years if necessary. Ar motion was made by Frye that at this time the Parmer County Commissioners not approve the funding as it was not in this year's budget. It was seconded by Wilkins. Read and Approve Minutes of the Previous Meeting Motion by White, seconded by Frye to approve the Minutes from the previous meeting with two corrections noted. Motion carried. 5. Consider Approval and Payment of the Accounts Payable - Sharon May Accounts payable were presented from the AP Claim List. Motion by White, seconded by Frye to approve the Payment of the Accounts Payable List as presented. Motion carried. See attached. 5. Consider Treasurer's Report-Sharon May Employees and Elected Officials. (A.) Approve Calculated Payroll and Disbursement for all Parmer County Motion by White, seconded by Frye to approve the Calculated Payroll and Disbursement for all Parmer County Employees for February 28, 2019. Motion carried. See attached. 6. Consider Selling One Acre Parcel of Land in Northeast Part of County Judge Ellis reported that upon further investigation, the County could sell the land without a bid if the land was contiguous to land owned by the proposed buyer and it was sold at fair market price. This parcel meets those requirements. AI motion was made by Frye with a second by Wilkins, to sell the one acre under discussion to Caviness Beef Packers. Motion carried unanimously. 7. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center Sheriff Geries is out of town but, Judge Ellis reported that Davin Waters has graduated from the Panhandle Regional Law Enforcement Academy at the top of his class. Additionally, he won two awards and is now attending a rifle class along with Yurban Judge Ellis also reported that the lock maintenance at the jail has Salinas. been completed. Judge Ellis also reported that he had received the total enrollment forms from the county's three school districts for the Permanent School Fund distribution percentage. See attached.
