REGULAR MEETING MAY 26, 2020 Be it remembered on the 26th day of May 2020 at 10:04 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Kenny White Charles Wilkins Trey Ellis Sharon May Susie Spring Casey Russell Commissioner Pct. #1 Commissioner Pct. #3 Commissioner Pct. #2 Judge County Treasurer County Clerk Commissioner Pct. #4 Absent: When the following was had and done, To-wit: Call to Order 1. Prayer Judge Ellis led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments No members of the public were in attendance. 4. Read and Approve Minutes of the Previous Meeting Upon reading of the Minutes, on a motion by Frye, seconded by White to approve the Minutes from the May 11th 2020 Regular Meeting with the spelling correction. Motion passed. 5. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for May 18th and 26th 2020. Motion by White, seconded by Wilkins to approve payment of the Accounts Payables as presented. Motion carried. See attached. 1 6. Consider Treasurer's Report-Sharon May Motion by Frye, seconded by Wilkins to approve the Treasurer's Payroll Report for May 15th. Motion carried. See attached. 7. Consider Bond for Parmer County Treasurer's Deputy Upon motion by White and a second by Frye, to approve the bond for Luciana Martinez, the motion passed. 8. Consider Postage Meter Lease Agreement The County's postal meter provider has been purchased by another company, Quadient Leasing. They are requesting that we sign a new leasing agreement. After discussion about the postage machine lease, upon motion by Judge Ellis, seconded by Frye to approve the lease agreement with the addition of language requiring a yearly renewal to the agreement, the motion passed. See attached. 9. Consider Resolution for Applying for the CARES ACT and HAVA Grants Upon explanation of the three different grants and discussion concerning applying for them, Wilkins made the motion to approve the resolution. Frye seconded and the motion passed. See attached. 10. Any and All Matters Concerning the Parmer County Law Enforcement Center attached. Sheriff Geries reported an average yearly total to date of 19 inmates. See The Sheriff reported he did not have all the information in regard to the software agreement for the Law Enforcement center and requested that this issue be tabled. Upon motion by Frye, seconded by White to table The Sheriff reported on the grant from the Panhandle Regional Planning Commission for $25,000 toward a new backup generator. See attached. The county generator is several years old and although functioning properly, this is our only opportunity to obtain these funds. The Sheriff obtained three bids for purchase and installation of a new generator. See After discussion and review of the bids, Judge Ellis made a motion to accept Phillips Generator Services, LLC bid, second by Wilkins. Motion this issue, the motion passed. attached. passed. 2 The Sheriff presented a contract from Johnson Controls for inspecting the fire control system. This contract will stabilize our pricing for 5 years. Upon motion by Frye, seconded by Wilkins to accept this contract, the motion carried. With no further business to come before the court, Commissioner White moved to adjourn. Commissioner Frye seconded and adjournment was called at 11:46 o'clock A.M.
