REGULAR SESSION MEETING OCTOBER 23, 2023 Be it remembered on the 23rd day of October 2023 at 10:02 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Isabel Izzy Carrasco Kirk Frye Charles Wilkins Casey Russell Sharon May Susie Spring Kenny White Weldon Kube Eric Geske, Sheriff Amy Dudley Judge Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #4 County Treasurer County Clerk Commissioner Pct. #3 Absent: Also Present: Awyna Sanchez, Tax Assessor-Collector When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments There were no comments from the public. 4. Consider and Discuss Emergency Sirens for Farwell, Lazbuddie and Rhea At present, Lazbuddie and Rhea do not have sirens. Farwell has three but two are old and have been refurbished. The proposal is to move the one in the park to north of the post office on city land. This enables better coverage for the Country Club area. 1 Discussion was held on the option of moving the one in the park or just getting a whole new one. The original quote was moving the old one and utilizing some of the components. The original quote was approximately Mr. Kube offered to work with Lazbuddie and Rhea to see if, by buying three, we could save some money. The court agreed and Judge Carrasco made the motion to table this issue until next meeting. Commissioner Frye seconded and the motion passed by majority vote. $26,000. 5. Approve Minutes from Previous Meeting Upon motion to approve the minutes from the Regular Meeting on October 10, 2023, by Judge Carrasco, seconded by Commissioner Frye, the motion passed by majority vote. 6. Consider Approval and Payment of Accounts Payable-Sharon May Sharon May reported the Accounts Payable List for October 13th and 23rd 2023. Motion by Commissioner Wilkins, seconded by Commissioner Russell to approve Payment of the Accounts Payable as presented. Motion carried by majority vote. See attached. 7. Consider Treasurer's Payroll Report-Sharon May Commissioner Russell made the motion to approve the Treasurer's Payroll Report for October 13th 2023 Commissioner Frye seconded and the motion passed by majority vote. See attached. 8. Consider Treasurer's Quarterly Report Sharon May, Treasurer, presented the Receipts and Expenditures from July 1, 2023 to September 30, 2023 inclusive. See attached. Judge Carrasco made the motion to approve the Quarterly Report. Commissioner Wilkins seconded and the motion passed with a majority vote. 9. Consider and Discuss Flu Shots Judge Carrasco reported that 38 County Employees want flu shots. Spouses may also receive the shots but they must pay $20 each. Commissioner Wilkins made a motion to approve purchasing flu shots for County Employees. Judge Carrasco seconded and the motion passed with a majority vote. 2 10. Consider and Discuss the Parmer County Jury Selection Plan Sandra Warren, District Clerk, submitted the plan to Judge Carrasco who, in turn brought it to the Commissioners for approval. It has been Commissioner Frye made a motion to accept the Jury selection Plan as written, seconded by Commissioner Russell. The motion passed with a approved by Judge Gurley, 287th District Court. majority vote. See attached. 11. Consider and Discuss Indigent Defense Grant Program Resolution This indigent grant application is made yearly to assist the County in the implementation and improvement of the indigent criminal defense Upon motion by Judge Carrasco to approve the Resolution for application to the Indigent Grant Program, seconded by Commissioner Wilkins, the motion passed with a majority vote. See attached. services in the County. 12. Consider and Discuss the Parmer County Burn Ban After discussion and the hope for additional moisture this week, Commissioner Frye made the motion to table this issue until the next meeting. Commissioner Wilkins seconded and the motion passed by majority vote. Enforcement Center 13. Consider Any and all Matters Concerning the Parmer County Law Sheriff Geske stated that the Parmer County jail is housing 31 inmates. 15 of which are from Lubbock County. The remaining 16 are Parmer He reported that the Sheriff's Office was involved in a pursuit of a vehicle He stated that the County Emergency Manual should be complete with the updates by next week. He invited the Commissioners to the County-wide Emergency Preparedness meeting to be held tomorrow night at the XIT Center in Bovina at 6:30. He said the group would address winter He informed the Court that the jail is down to just 2 COVID cases at County inmates. this weekend. preparedness at this meeting. present. 3 Sheriff Geske stated that four jailers would be attending the Armed Correction Officers' training in Lubbock this weekend. With no further business to come before the Court, Judge Carrasco moved to adjourn. Commissioner Russell seconded and adjournment was called at 11:03 o'clock A.M.
