REGULAR MEETING AUGUST 8, 2022 Be it remembered on the 8th day of August 2022 at 10:07 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Trey Ellis Kirk Frye Charles Wilkins Kenny White Casey Russell Sharon May Susie Spring Eric Geske, Sheriff Izzy Carrasco Amy Dudley Jerry Killion Judge Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 County Treasurer County Clerk Also Present: When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner White led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments There were no comments from the public. 4. Consider and Approve Minutes from Previous Meeting Upon motion to approve the minutes from the Regular Meeting on July 25, 2022, by Commissioner White, seconded by Frye, the motion passed. 5. Consider Approval and Payment of Accounts Payable-Sharon May 1 Sharon May reported the Accounts Payable List for July 28th and August 3rd and 8th. Motion by Wilkins, seconded by Russell to approve Payment oft the Accounts Payable as presented. Motion carried. See attached. 8. Consider Treasurer's Payroll Report-Sharon May Commissioner Frye made the motion to approve the Treasurer's Payroll Report for. July 29, 2022. Commissioner White seconded and the motion passed. See attached. 7. Consider Road and Bridge Fee This fee must come before the Courtyearly for approval. The $10.00 fee is to be assessed on each vehicle registered in Parmer County. Upon motion by Wilkins, to approve the fee, seconded by Russell, the motion passed. 8. Consider Continuing Education Hours for JPs #1 and #3 Judge Ellis presented ten hours for each JP. Upon motion by Frye, seconded by White to approve the hours, the motion passed. 9. Consider Water Lines under County Roads An application for a water line under CR Q 800 ft. west of the intersection of CR 5 was requested by Jake Ware. Upon motion by Wilkins, seconded An application for a water line under CR F near the intersection of CR17 was requested by Blake Yosten. Upon motion by Frye, seconded by White by Russell to approve the application, the motion passed. to approve the application, the motion passed. Documents filed in the County Clerk's office. 10. Consider Bond for Deputy Tax Assessor/Collector This is a renewal of an existing bond for Teresa A. Cary. Upon motion by Frye to approve the bond, seconded by White, the motion passed. The bond is filed in the County Clerk's office. 11. Consider Dental and Vision Insurance for Employees Jerry Killion discussed making available for employees two dental plans and a vision plan. These options for employees would not be through the County but offered during open enrollment for them to sign up. for individually. The payment for the policies would be through the individual employee's bank account. 2 The Court agreed to make this option available for employees during open enrollment. 12. Consider Any and All Matters concerning the Parmer County Law Enforcement Center. The Sheriff reported 26 inmates with 13 of those from Deaf Smith County. He reported that beginning next Monday the two new jailors will attend school for two weeks. Once trained, the jail will be fully staffed. He said the HVAC work agreement approved under the ARPA act has been signed. Work will begin on the compressor. Additional work will continue He reported that thefts are up in the County and that two vehicles were He informed the Court that National Night Out is scheduled for October once all ordered parts are received. stolen with one having been recovered. 4th. With no further business to come before the Court, Commissioner White moved toa adjourn until the 1:30 Budget Workshop. Commissioner Russell seconded and The Court was called back to order at 2:10 P.M. for the Budget Workshop. Having received the tax rate information from Jill Timms, Chief Appraiser, the Commissioners discussed the 2023 Budget compared to the different tax rates. Discussion of revenue and expenses for all four precincts were discussed and adjournment was called at 11:34 o'clock A.M. revised. The various tax rates were discussed and considered. Judge Ellis made a motion to adopt a proposed budget for 2023 at $5,354,924.82. Commissioner Frye seconded the motion. A vote was called and Judge Ellis made a motion to adopt the following proposed tax rate: General 0.3792, Farm to Market 0.1100, Interest and Sinking 0.0228. Resulting in an overall rate of 0.5120. Commissioner White seconded the motion.
