REGULAR MEETING NOVEMBER 22, 2021 Be it remembered on the 22nd day of November 2021 at 10:02 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Charles Wilkins Casey Russell Sharon May Susie Spring Kenny White Trey Ellis Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #4 County Treasurer County Clerk Members Absent: Commissioner Pct. #3 Judge Also Present: Wendy Case, County Extension Agent Janelle Duffey, County Extension Agent Dustin Odell, El Paso Natural Gas When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments No one from the public had comments. 4. Consider right of Way for El Paso Natural Gas Pipeline Dustin Odell presented a renewal agreement for the agreement that was signed in 1959 for a 25 year term. He reported the renewal had been overlooked. It was also reported that the County Judge and County Attorney have reviewed the agreement. 1 Upon a motion by Russell, seconded by Wilkins to approve the agreement, the motion passed unanimously. 5. Read and Approve Minutes from the Previous Meeting. Upon motion to approve the minutes with the typo corrected by Frye, seconded by Russell, the motion passed. 6. Update on Extension Office Activities-Wendy Case and Janelle Duffey Wendy and Janelle reported on the many activities that have occurred since their last report 6 months ago. See attached. Wendy also reported on several new programs that have been initiated or will be in the coming The Christmas County Luncheon was discussed with a tentative date set Commissioner Frye commended them for their hard work for the County year. for December 21st. and involvement in the County Communities. 7. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for November 16th and 22nd. Motion by Russell seconded by Wilkins to approve payment of the Accounts Payables as presented. Motion carried. See attached. 8. Consider Treasurer's Payroll Report-Sharon May Motion by Frye, seconded by Russell to approve the Treasurer's Payroll Report for November 15, 2021. Motion carried. See attached. 9. Consider Bond for County Clerk Deputy Upon motion by Russell, seconded by Wilkins to approve the bond for Mayra Chacon, the motion passed. The bond will be filed in the office of the County Clerk. Enforcement Center. 10. Consider Any and All Matters Concerning the Parmer County Law Sheriff Geries reported 38 total inmates as of today. One is still housed in Lubbock and 28 are being housed for Deaf Smith County. He had no further report. 2 With no further business to come before the Court, Commissioner Russell moved to adjourn.
