REGULAR MEETING APRIL 27, 2020 Be it remembered on the 27th day of April 2020 at 10:03 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Charles Wilkins Kenny White Casey Russell Trey Ellis Sharon May Susie Spring Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 Judge County Treasurer County Clerk When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments No members of the public were in attendance. 4. Read and Approve Minutes of the Previous Meeting Motion by White, seconded by Frye to approve the Minutes from the April 13, 2020 Regular Meeting. Motion passed. 5. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for April 17th and 27th Motion by Russell, seconded by Wilkins to approve payment of the Accounts Payables as presented. Motion carried. See attached. 1 6. Consider Treasurer's Report-Sharon May Motion by Frye, seconded by Wilkins to approve the Treasurer's Payroll Treasurer Sharon May presented the Quarterly Treasurer's Report for the Quarter ending March 31, 2020. Upon motion by White, seconded by Russell to approve the report as presented, the motion passed. See Report for April 15th. Motion carried. See attached. attached. DPS office 7. Consider Cleaning Contract for the Justice of the Peace Pct. #1 office and Judge Ellis presented the contract with Tonda Clark for the cleaning of the JP and DPS offices. Upon motion by Judge Ellis and a second by Frye, to accept the contract, the motion passed. See attached. 8. Consider Change to Parmer County Policy Manual Sheriff Geries proposed a change to the Policy Manual to require a two week notice when an employee resigns. In addition, he proposed that without that two week notice the employee would forfeit their payments Upon motion by Judge Ellis to table this until a policy could be written for outstanding vacation days except for comp time. and a second by Frye, the motion passed. 9. Any and All Matters Concerning the Parmer County Law Enforcement Center Sheriff Geries reported a total of 18 total inmates. See attached. He updated the Court on his staff's efforts to enforce COVID-19 precautions in the jail. With no further business to come before the court, Commissioner White moved to adjourn.
