REGULAR MEETING JANUARY 13, 2020 Be it remembered on the 13TH day of January 2020 at 10:04 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Charles Wilkins Kenny White Casey Russell Trey Ellis Sharon May Susie Spring Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 Judge County Treasurer County Clerk Also in attendance: Janelle Duffey, County Ext. Agent When the following was had and done, To-wit: Call to Order 1. Prayer Judge Ellis led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments No members of the public were in attendance. 4. Consider Purchase of Computer for Ag Agent Janelle Duffey presented her need for a new laptop computer. She stated that after upgrading to Windows 10 the old computer keeps crashing multiple times daily. After discussion Motion by Commissioner White, seconded by Commissioner Wilkins to approve purchase of a new computer. Motion passed. Judge Ellis and Sharon May, Treasurer will review the budget for options for paying for the computer as it was not budgeted for in the 2020 budget. 1 5. Read and Approve Minutes of the Previous Meeting Motion by Russell, seconded by Frye to approve the Minutes from the December 23, 2019 Regular Meeting. Motion passed. 6. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for December 2019 bills. Motion by Russell, seconded by Frye to approve Payment of the Accounts She then reported the Accounts Payable List for January 3rd and 13th Motion by White, seconded by Wilkins to approve payment of the Accounts Payable for 2020. Consider Treasurer's Report-Sharon May Motion by Frye, seconded by Russell to approve the Treasurer's Payroll Report for December 31st. Motion carried. See attached. 8. Consider CRI as CPAS to do the County's Outside Audit It was noted that the estimated cost was less than last year. After discussion, Commissioner Wilkins made a motion to accept the engagement letter from CRI, seconded by Commissioner White. Motion carried. See attached. 9. Consider Water Lines Under County Road. Henry Clark has applied to place three water lines under county Roads. See attached. Upon motion by White to approve all three applications, seconded by Frye, the motion passed. 10. Consider the 2020 Holiday Schedule Judge Ellis presented the 2020 Holiday schedule. Upon motion by Commissioner Frye to accept the schedule presented, seconded by Commissioner Russell, the motion passed with one dissention by Commissioner Wilkins. See attached. 11. Draw Names for the 2020 Salary Grievance Committee Each Commissioner took turns drawing names from the Grand Jury list of names to serve on the Committee. Consider Continuing Education Hours for the Parmer County Tax Assessor Motion by White, seconded by Wilkins to approve the presented 23.5 hours of continuing education. Motion passed. See attached. 13. Consider Continuing Education Hours for the Parmer County District Clerk Motion by White, seconded by Frye to approve 20 continuing education hours for the District Clerk. Motion carried. See attached. 14. Consider Continuing Education Hours for the Parmer County Treasurer Motion by Wilkins, seconded by Russell to approve 24 continuing education hours for the Parmer County Treasurer. 15. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center Judge Ellis reported that the Sheriff is planning to be back this week following his back surgery of last month. With no further business to come before the court, Commissioner White moved to adjourn. Commissioner Frye seconded and adjournment was called at 11:44 o'clock A.M.
