REGULAR MEETING DECEMBER 9, 2019 Be it remembered on the 9TH day of December 2019 at 10:08 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Charles Wilkins Kenny White Casey Russell Trey Ellis Sharon May Susie Spring Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 Judge County Treasurer County Clerk When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State ofTexas. 3. Open Forum for Public Comments No members of the public were in attendance. 4. Read and Approve Minutes of the Previous Meeting Motion by Russell, seconded by White to approve the Minutes from the November 25, 2019 Regular Meeting. Motion passed. 5. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for December 4th and 9th Motion by Frye, seconded by White to approve Payment of the Accounts Payable. Motion carried. See attached. 1 6. Consider Treasurer's Report-Sharon May Motion by Russell, seconded by Frye to approve the Treasurer's Payroll Report for November 30th, Motion carried. See attached. 7. Consider Engagement Letter with Bickerstaff Heath Delgado Acosta LLP Motion by White, seconded by Frye to approve the engagement of Bickerstaff Heath Delgado Acosta LLP for redistricting after release of the 2020 census. Motion carried. 8. Consider the Order for Redistricting with Bickerstaff Heath Delgado Acosta LLP after the 2020 Census Upon motion by Frye to adopt the Order, seconded by Russell, the Motion carried. 9. Consider Contingency Fund Transfers to General fund and Farm to Market Fund After discussion of this issue, Judge Ellis made a motion to transfer $50,000 to each precinct's Farm to Market Fund and $65,000 to the General Fund. Commissioner White seconded and the motion passed unanimously. 10. Consider Vacation Pay for Parmer County Employees The Commissioner's had a question in regard to one of the requests. Judge Ellis made a motion to table until the Sheriff joined the meeting. After the Sheriff joined the meeting the matter was again discussed with the Sheriff clarifying the question. Upon motion by Frye to approve payment of the vacation time, seconded by White, the motion passed. See Commissioner Frye seconded and the motion passed. attached. 11. Consider 2019 Fire Department Reports Each report was considered by the Court for the number of approved County calls during the December 2018-November 2019 time frame. The following number were approved for each Fire Department respectively: Bovina Farwell Friona Lazbuddie 30 19 19 57 2 $40,000 was allocated in the budget for payment to these Fire Departments for the time frame indicated. With a total of 125 calls, the average per call was $320. The allocations were as stated below: Bovina Farwell Friona Lazbuddie $9,600 $6,080 $6,080 $18,240 Upon motion by Wilkins, seconded by Russell to pay the above allocations, the motion carried. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center Sheriff Geries reported a jail census of 16 inmates. 4 are being held for He report some issues with the 911 phone system that Plateau and AT&T He stated that one patrol car had been slightly damaged and that TAC had been contacted and an adjuster had been out to see the damage. Commissioner Frye commended the newly elected officials for their efforts this With no further business to come before the court, Commissioner White moved to adjourn.
