REGULAR MEETING MARCH 28, 2022 Be it remembered on the 28th day of March 2022 at 10:04 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Trey Ellis Kirk Frye Charles Wilkins Kenny White Casey Russell Sharon May Susie Spring Eric Geske, Sheriff Izzy Carrasco Judge Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 County Treasurer County Clerk Also Present: When the following was had and done, To-wit: Call to Order 1. Prayer Judge Ellis led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments No members of the public made comments. 4. Discussion of ARPA money for Rhea Fire Department Monty Schueler of the Rhea Fire Department reported his research into the cost of a new fire truck to replace the Humvee they have now. He stated a new totally outfitted F550 would be in the $200,000 range. In his research he has found a military surplus truck option. A 2003 model LMTV fully outfitted would be around $88,500. He has put a down payment on that truck. 1 In addition to the need for a new truck, he listed several other needs such as: Water storage tank to hold 15,000 gallons. Heating in the firehouse, pouring a concrete floor for the firehouse as well as painting the existing trucks. He asked if the remainder of the $200,00 could be The Commissioners wanted to check with TAC and NACO to see if the Court could allocate $200,000 to the Rhea Fire Department for it's use. The Commissioners were in agreement that this is the consensus but wanted to make sure what the regulations were before actually The Commissioners discussed budgeting the ARPA funds we have received by the next meeting sO that a vote could be taken on the Rhea Fire Department needs. Upon motion to approve the minutes from the Regular Meeting on March 14, 2022 with the appropriate corrections by Wilkins, seconded by White, the motion passed. Commissioner Russell abstained as he was absent from the previous meeting. 6. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for March 17th, 20th and 28th. Motion by Frye seconded by Russell to approve payment of the Accounts Payables as presented. Motion carried. See attached. 7. Consider Treasurer's Payroll Report-Sharon May Motion by Wilkins, seconded by Frye to approve the Treasurer's Payroll Report for March 15, 2022. Motion carried. See attached. 8. Consider Approval of Order for the May 7th Amendment Election Commissioner Russell made a motion to approve an order for the May 7th Amendment Election. Commissioner White seconded and the motion passed. 9. Consider Bond for District Clerk Deputy Judge Ellis presented the bond for Ruby Valenzuela, Deputy District Clerk. Upon a motion by White, seconded by Wilkins to approve the bond, the motion passed. The bond is filed in the County Clerk's office. 2 10. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center Sheriff Geske reported 26 total inmates as of today. fifteen of which are Upon asked by the County Judge to begin research into the cost of a new air conditioning system replacement as well as a second negative pressure cell. He received one bid and is awaiting others. It is thought He reported in the multi-fatality accident in the county last week. He also reported he had an opening for a Deputy position and Jailer position. He informed the Court that Mario Vadaurri has been promoted to Chief Deputy and Jayme Schlabs has been promoted to Sargent. being housed for Deaf Smith County. this cost could fall under the ARPA monies.
