REGULAR SESSION MEETING JULY 10 2023 Bei it remembered on the 10th day of July 2023, at 10:03 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Isabel Izzy Carrasco Kirk Frye Kenny White Charles Wilkins Casey Russell Sharon May Susie Spring Eric Geske, Sheriff Jerry Killion, TAC Judge Commissioner Pct. #1 Commissioner Pct. #3 Commissioner Pct. #2 Commissioner Pct. #4 County Treasurer County Clerk Also Present: Awyna Sanchez, Tax Assessor-Collector Cesar Marquez, Bovina City Manager When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner White led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. There were: no comments from the public. 3. Open Forum for Public Comments 4. Consider and Discuss ARPA Funds for Bovina Fire Department to Purchase Storm Warning Siren Cesar Marquez stated that the Bovina City sirens failed in the last couple of storms. Once due to lack of electricity. They do not have an emergency generator. The City of Bovina is exploring purchasing two new sirens with battery back-up. He asked ifany ARPA money could be designated for this purpose. After discussion, a motion was made by Commissioner Wilkins to use $26,800.00 of the ARPA money to purchase one siren for Bovina. Mr. Marquez said the city would budget for the second siren. Commissioner White seconded and the motion passed by majority vote. See Attached. 5. Approve Minutes from Previous Meeting Upon motion to approve the minutes from the Regular Meeting on June 26, 2023, by Commissioner Frye seconded by Judge Carrasco, the motion passed by majority vote. Commissioner Russell abstained as he was absent at the last meeting. 6. Consider Approval and Payment of Accounts Payable-Sharon May Sharon May reported the. Accounts Payable List for July 3rd and 10th, 2023. Motion by Commissioner White, seconded by Commissioner Russell to approve Payment of the Accounts Payable as presented. Motion carried by majority vote. See attached. 7. Consider Treasurer's Payroll Report-Sharon May Commissioner Frye made the motion to approve the Treasurer's Payroll Report forJune 30, 2023 Commissioner Russell seconded and the motion passed by majority vote. See attached. 8. Consider and Discuss Bond for County Judge Secretary Commissioner Russell made a motion to approve the bond for Michelle Agee. Commissioner White seconded and the motion passed with a majority vote. Bond is filed in the Parmer County Clerk's office. 9. Consider and Discuss Scheduling Budget Workshop Dates Judge Carrasco made a motion to have a budget workshop after the Regular Commissioners' Court meeting on July 24th as well as every Monday in August. Commissioner White seconded the motion and the motion was approved by a majority vote. 10. Consider and Discuss 2024 TAC HEBP Health Plan Renewal Mr. Killion presented the Court with the positive report that health insurance for Parmer County would only be increasing 4%. The state average is 6.2%. This translates to $40.58 per month per employee. 2 He advised the Court to approve the existing plan for next year at this rate. Enforcement Center Sheriff Geske stated that the Parmer County. jail is housing 34 inmates. 20 are Parmer County inmates. 6 are from Dawson County and 8 are He informed the Commissioners and Judge of two upcoming training opportunities.
